“God, our creator and designer, our rescuer and leader, I come to You this hour in the presence of many who are devoting their lives to caring for and leading people designed in Your image and infinitely loved by You. We know that You delight in justice, You love fairness and generosity. You are the protector of those in need and the comforter for those who are hurting. I ask that You give strength and wisdom, vision and unity to these men and women who have been entrusted with the task of governing. May our laws and principles reflect Your righteousness and grace. May the actions of this assembly show wickedness for what it is, and celebrate that which is true, noble, pure, praiseworthy, and excellent.
Your word humbles us with the reality that the work of our government is a stream in Your hands and that You are directing -You have authority- over even the mightiest nations and states.
It is absolutely then, as those entrusted with an authority which is not our own, that we seek Your will and favor- to make Your work and glory known and justice and righteousness abundant in the state of Michigan. All these things I ask only through Your powerful work of rescue through the sacrificial death of Jesus Your son, Amen.”

House Resolution No. 334.
A resolution to declare September 15, 2016, as Fetal Alcohol Spectrum Disorders Awareness Day in the state of Michigan.
Whereas, Healthy children are the most important resource in the great state of Michigan and Fetal Alcohol Spectrum Disorders (FASD) pose a serious threat to the potential health of our future generations; and
Whereas, More than 30 years have passed since Fetal Alcohol Syndrome (FAS) was identified and named as a birth disorder by United States researchers; and
Whereas, Prenatal exposure to alcohol can cause birth defects, mental retardation, learning disabilities, and attention deficits; and
Whereas, The estimated number of FASD per year is over 30,000; and
Whereas, The incidence rate of full FAS is estimated at 1 out of every 1,000 live births and the incidence rate of FASD is estimated at 1 out of every 100 live births; and
Whereas, Individuals with FASD often have secondary hardships such as trouble with the law, substance abuse issues, disrupted school experiences, employment problems, and homelessness; and
Whereas, FASD is entirely preventable; and
Whereas, People around the world began observing International FAS Awareness Day on September 9 of each year beginning in 1999 in order that on the ninth day of the ninth month of the year the world will remember that a woman should abstain from alcohol during the nine months of pregnancy; and
Whereas, The U.S. Senate has passed a resolution designating September 9 as National Fetal Alcohol Spectrum Disorders Awareness Day and has called upon all states to observe FASD Awareness Day; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare September 15, 2016, as Fetal Alcohol Spectrum Disorders Awareness Day in the state of Michigan. We strongly urge all citizens to increase their knowledge of the effects of prenatal exposure to alcohol, to increase their level of compassion for individuals affected by FASD, and to do all which may lie in their power to reduce the incidence of FASD in the state of Michigan in the future.

House Resolution No. 335.
A resolution to declare September 15, 2016, as RAINN Day in the state of Michigan.
Whereas, RAINN Day is a national day of action to raise awareness and educate students about sexual violence on college campuses; and
Whereas, It is estimated that a sexual assault occurs every 107 seconds in the United States and more than 293,000 Americans ages 12 and older are victims of sexual assault each year. One of every six women and one of every 33 men in America have been victims of completed or attempted rape, according to the United States Department of Justice; and
Whereas, Women enrolled in college are 3 times more likely than women in general to suffer from sexual violence and male college students are 78% more likely than nonstudents to be a victim of rape or sexual assault; and
Whereas, The Federal Bureau of Investigation, in its Uniform Crime Reports, ranks rape second only to murder in the hierarchy of violent crimes. Sexual violence may take many forms, including acquaintance, stranger, spousal, and gang rape, incest, child sexual abuse, commercial sex trafficking, sexual harassment, and stalking; and
Whereas, In addition to the immediate physical and emotional costs of sexual violence, sexual violence has numerous adverse consequences, which can include posttraumatic stress disorder, substance abuse, major depression, homelessness, eating disorders, and suicide, according to the National Alliance to End Sexual Violence; and
Whereas, Research suggests that sexual assault survivors who receive counseling are more likely to report the assault to the police, to participate in the prosecution of the offender, and to be better equipped to deal with the long-term consequences of sexual violence; and
Whereas, RAINN (Rape, Abuse & Incest National Network) is the nation’s largest anti-sexual violence organization. RAINN created and operates the National Sexual Assault Phone Hotline and Online Chat Hotline in partnership with more than 1,100 local sexual assault service providers across the country and operates the DoD Safe Helpline for the Department of Defense. The hotlines helped an average of 400 people per day and in 2015 helped 157,157 women, men, and children across the nation; and
Whereas, RAINN works with students to raise visibility for the issues of sexual violence prevention and recovery on campus. The public education and outreach undertaken by RAINN and local partners during annual RAINN Day events educates more than 1 million college aged students about sexual assault each year; and
Whereas, The third Thursday in September is nationally recognized as Rape, Abuse, and Incest National Network Day. RAINN Day provides a special opportunity to educate the people of Michigan about sexual violence, particularly sexual violence on college campuses, and to encourage the prevention of sexual assault, improvement in the treatment of survivors of sexual assault, and the prosecution of perpetrators of sexual assault; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare September 15, 2016, as RAINN Day in the state of Michigan. We support the goals and ideals of the Rape, Abuse, and Incest National Network as it is appropriate to properly acknowledge survivors of sexual assault and to commend the volunteers and professionals who assist those survivors in their efforts to heal.
