Pastor Phil Bubar, Pastor of The Chapel – an Evangelical Free Church in St. Joseph, offered the following invocation:
“Heavenly Father, at the gathering of this assembly of our legislator, we look to You as the Sovereign Lord of all, the Creator and Sustainer of life itself. We praise Your name that You know the beginning from the end, that You are the Supreme One, (Isa. 55:8-9) for Your thoughts are not our thoughts, neither are our ways Your ways. As the heavens are higher than the earth, so are Your ways higher than our ways and Your thoughts than our thoughts.
And so Father, I pray for this assembly of men and women, who have been placed here by Your hand, to serve You and those they represent. And I pray that they will look to You for wisdom and insight in the decisions they need to make and business that is before them. May they seek Your will, knowing that You are righteous. May they seek to do what is right in Your sight.
O Lord, we live in a day when too many of us believe we are the final word, that we know what is best, what is right. But it is You and Your Word that is the truth. May this assembly, these representatives look to Your Word and allow it to guide their hearts and thoughts in all they say and do.
May those in this assembly who have that personal relationship with You, through faith in Your Son, with the indwelling of Your Spirit, may they be difference makers for Your glory.
And I pray this in the name of You, Jesus, Our Savior and Lord.

House Resolution No. 92.
A resolution to declare May 24-30, 2015, as Invisible Illness Awareness Week in the state of Michigan.
Whereas, An invisible illness is a chronic condition that is not easily observed by the general public and is often not readily detected by medical professionals. Examples include lupus, fibromyalgia, interstitial cystitis, rheumatoid arthritis, vasculitis, Crohn’s disease, and Ehlers-Danlos syndrome among others. These illnesses can be debilitating and prevent a person from performing traditional everyday activities; and
Whereas, Invisible illnesses aren’t easily identified. A person with an invisible illness may feel judged by others or feel as though others simply do not understand what they are going through. A person with a chronic condition may be dealing with exhaustion, constant aches or pains, dizziness, or cognitive impairments, and yet may appear to be completely healthy on the outside; and
Whereas, About 10 percent of Americans have medical conditions which could be considered an invisible illness. Nearly 1 in 2 Americans has a chronic medical condition of one kind or another. Ninety-six percent of people with chronic medical conditions live with an ailment that is invisible. About a quarter of them have some type of activity limitation, ranging from mild to severe; and
Whereas, The onset or duration of an invisible illness can negatively affect a person’s physical, emotional, economic, educational, and social well-being due to activity limitations; and
Whereas, There is a need for increased awareness about invisible illnesses to create a more accepting and understanding world for those who suffer; and
Whereas, The theme of this year’s Invisible Illness Awareness Week is “Making the Invisible, Visible,” because of the widespread scope of the illnesses; and
Whereas, The purpose of Invisible Illness Awareness Week is to increase understanding of invisible illnesses among the general public and medical community while reducing the stigma surrounding the illnesses, in order to create an environment in which there is better care, earlier and more accurate diagnosis, and knowledge that invisible illness patients can lead a healthy life; and
Whereas, We join with the many individuals who are afflicted by these disorders and support increased awareness of invisible illnesses; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 24-30, 2015, as Invisible Illness Awareness Week in the state of Michigan.

House Resolution No. 93.
A resolution to commemorate the 50th anniversary of Head Start.
Whereas, Head Start began in 1965 and is the nation’s leading child and family growth program providing children from low-income families development skills to ensure readiness for school; and
Whereas, The year 2015 marks the 50th anniversary of Head Start, the most successful long-term federal program in history; and
Whereas, In 1967, a community of concerned parents, programs, and partners formed their own not-for-profit Head Start agency, the Michigan Head Start Association, to help Michigan’s poorest children and families to achieve school readiness and family self-sufficiency; and
Whereas, MHSA is the only state organization dedicated exclusively to the concerns of Head Start to provide services and support to the Michigan Head Start community, representing 34,000 children and their families; and
Whereas, MHSA provides comprehensive Head Start and Early Head Start services for low-income children ages 0-5 and their families, including early childhood education, health, dental, and mental wellness services, nutrition services, transportation, and social services and family support; and
Whereas, MHSA also provides parent involvement, training, and internship opportunities that empower parents to gain leadership skills, marketable job skills, and on-the-job experience that aids them in achieving self-sufficiency for their families; and
Whereas, Head Start programs, including MHSA, provide living-wage pay jobs in communities that need them most; and
Whereas, Preschoolers who entered Head Start overweight or obese had achieved a healthier weight status than children in a comparison group by the time they entered kindergarten; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body commemorate the 50th anniversary of Head Start. We recognize MHSA for its accomplishments in providing high-quality Head Start services in the Great Lakes State; and be it further
Resolved, That a copy of this resolution be transmitted to the Michigan Head Start Association.

House Resolution No. 94.
A resolution to declare May 2015 as Cystic Fibrosis Awareness Month in the state of Michigan.
Whereas, Approximately 30,000 Americans have cystic fibrosis, a life-threatening genetic disease that affects the lungs and pancreas, and more than 10 million Americans are symptomless carriers of the defective CF gene; and
Whereas, Michigan has close to 1,100 children and young adults living with the disease; and
Whereas, Michigan has two Cystic Fibrosis Chapters in both the Detroit and Grand Rapids areas and four Cystic Fibrosis Focused Groups. These groups are the Bonnell Foundation in Royal Oak, Friends of Families of Cystic Fibrosis in Grand Rapids, Hunt for a Cure in Kentwood, and Rock Cystic Foundation in Detroit; and
Whereas, Michigan has seven Cystic Fibrosis Centers. These centers are Children’s Hospital of Michigan, Wayne State University Harper University Hospital, Helen DeVos Women and Children’s Center, Spectrum Health Adult Cystic Fibrosis Care Center, Michigan State University Pediatric and Adult, University of Michigan Pediatric and Adult, and Western Michigan University School of Medicine Clinics; and
Whereas, Cystic Fibrosis Chapters and volunteers will come together in the state of Michigan to raise awareness about this devastating disease this May to achieve their mission of curing and controlling cystic fibrosis; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 2015 as Cystic Fibrosis Awareness Month in the state of Michigan.

“An act to create a commission for the control of the alcoholic beverage traffic within this state, and to prescribe its powers, duties, and limitations; to provide for powers and duties for certain state departments and agencies; to impose certain taxes for certain purposes; to provide for the control of the alcoholic liquor traffic within this state and to provide for the power to establish state liquor stores; to prohibit the use of certain devices for the dispensing of alcoholic vapor; to provide for the care and treatment of alcoholics; to provide for the incorporation of farmer cooperative wineries and the granting of certain rights and privileges to those cooperatives; to provide for the licensing and taxation of activities regulated under this act and the disposition of the money received under this act; to prescribe liability for retail licensees under certain circumstances and to require security for that liability; to provide procedures, defenses, and remedies regarding violations of this act; to provide for the enforcement and to prescribe penalties for violations of this act; to provide for allocation of certain funds for certain purposes; to provide for the confiscation and disposition of property seized under this act; to provide referenda under certain circumstances; and to repeal acts and parts of acts,”

Rep. Potvin, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
HB 4470 will increase grocery store food inspection fees over 300% in the next 3 years. This fee has not been increased since 2000, and yes, I agree that some adjustment should be granted.
However, keeping the same fee for the corner grocery store and the large box store is not fair. All other states have a small store charge and a large store charge. Michigan is one size fits all. We can correct this by voting NO on HB 4470.
So please join me in standing up for the small independent merchants and vote NO on HB 4470.”

Explanation of “No” Votes
Rep. Chirkun, having reserved the right to explain his protest against the passage of House Bill No. 4052, made the following statement:
“Mr. Speaker and members of the House:
I voted against House Bill 4052 because I believe this bill is a direct assault on local control and an example of the Michigan Legislature telling elected local units of government what is best for them. This bill would prevent local governments from enacting or enforcing employer-employee relations that are more stringent than state or federal law, striking down local ordinances that would benefit their community including local minimum wage laws, sick leave policies and prevailing wage policies. House Bill 4052 also takes away the voice of the people and the right of voters to provide input into how they want their city or township to handle relations with businesses within their own community.”
