“Empowering and sustaining God, we come before You today with the hopes and dreams of these servants and the people they represent. I ask Your blessing on these women and men chosen to give their wisdom, their guidance and their abilities for the best of our state and all those who make Michigan their home or place of business. I particularly lift up not just these individuals, but also their families for the sacrifice and contribution they must make allowing these delegates to serve. Watch over each family and household, keep us all safe and secure.

And now as this day’s session opens, while discussions and deliberations are expressed, we pray for common goals, a spirit of cooperative effort and the measure of grace and truth to achieve that which sustains our laws, protect our liberties and maintains the ministries that will provide for each life and community. Bless these representatives, their leaders and all who support them on this day and in the weeks to come. Assist all those in this chamber, in this building and in the offices of all who serve our state. May Your wisdom enrich their labors, so that all that is said and done, will bring goodness and opportunity to us all. In Your name, Lord God, do I offer this prayer for them. AMEN.”

House Resolution No. 78.

A resolution to commemorate the 70th anniversary of V-E Day.

Whereas, On May 7, 1945, at General Dwight Eisenhower’s headquarters in Reims, France, a representative of the German High command signed the document of surrender, unconditionally surrendering all air, land, and sea forces to the Allies on May 8, ending the war in Europe; and

Whereas, Western Europe and the United States have traditionally celebrated May 8 as the day of the Allied ‘Victory in Europe’ over Germany, or ‘V-E Day’; and

Whereas, May 8, 2015, marks the 70th anniversary of V-E Day; and

Whereas, This day marked the end of six years of misery, suffering, courage, and endurance across the world; and

Whereas, More than 600,000 members of the United States Armed Forces from Michigan served in Europe and provided the essential strength and made innumerable sacrifices to end the war in Europe; and

Whereas, Nearly 11,000 members of the United States Armed Forces from Michigan gave their lives and 30,000 were wounded in the European theater during World War II; and

Whereas, Michigan was known as the Arsenal of Democracy thanks to its magnificent war materials effort; and

Whereas, Michigan came in second only to New York in total war-time production; and

Whereas, The courage and sacrifice of our Michigan men and women in the United States Armed Forces served with distinction to save the world from tyranny and aggression should always be remembered; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body commemorate the 70th anniversary of V-E Day. We recognize the end of World War II in Europe, join with a grateful nation in expressing respect and appreciation to the men and women who served in the European theater during World War II, and remember and pay tribute to those Michigan men and women who made the ultimate sacrifice and gave their life for their country.

House Resolution No. 79.

A resolution to call on the United States Army Corps of Engineers and the Michigan State Waterways Commission to promptly review and provide assistance to repair damage and prevent future flooding along Lakeshore Boulevard in Marquette, Michigan.

Whereas, Winter storms and flooding have extensively damaged Lakeshore Boulevard and its protecting structures in Marquette, Michigan. Bordering the federal harbor-of-refuge, the revetment along the entire stretch has been undermined and destroyed, with many breaches. The failure of this shore protection has led to erosion and fissures in the surface pavement, creating hazards to public safety; and

Whereas, The damage and consequent hazard to public safety has forced the closure of Lakeshore Boulevard since September 2014. This continuing closure has created a severe hardship for businesses and, consequently, the local economy because local customers and tourists cannot use the boulevard to reach shops; and

Whereas, The city of Marquette needs emergency assistance to repair and improve the shoreline structures protecting Lakeshore Boulevard and to prevent future damage to the roadway from winter storm surges and flooding. The potential $8 million needed for the road and shore protection are beyond the city’s ability to manage; now, therefore, be it

Resolved by the House of Representatives, That we call on the United States Army Corps of Engineers and the Michigan State Waterways Commission to promptly review and provide assistance to repair damage and prevent future flooding along Lakeshore Boulevard in Marquette, Michigan; and be it further

Resolved, That copies of this resolution be transmitted to the Chief of Engineers of the United States Army Corps of Engineers, the commissioners of the Michigan State Waterways Commission, and the members of the Michigan congressional delegation.

Rep. Greimel offered the following resolution:

House Resolution No. 80.

A resolution to urge the Michigan House of Representatives and the Michigan Senate to hold legislative sessions weekly throughout the summer in order to approve a road funding proposal.

Whereas, It is well known that Michigan’s roads are in a general state of disrepair and are declining with each passing day. The state Transportation Asset Management Council reports that 38 percent of state trunklines, primary county roads, and major city streets were rated in poor condition last year, up from 11 percent in 2003. It is estimated that nearly half of rural and neighborhood roads are in poor condition as well, and the rate of deterioration is increasing. Funding shortages have led to neglect of our transportation infrastructure to the detriment of tourism, shipping, and commuting. A significant increase in funding is needed to upgrade and maintain all roads for the economic health of our state; and

Whereas, The cost to bring roads up to fair or good condition increases year by year. While good or fair roads can be maintained with preventive measures, poor roads usually call for reconstruction, which is four or five times more expensive than preventive maintenance. For every dollar the state invests in maintaining our roads and bridges, preventing them from becoming poor roads, six dollars is saved in reconstruction costs; and

Whereas, The Legislature developed a proposal to create a long-term funding solution for roads that would have raised more than $1.3 billion. However, Michigan voters resoundingly rejected this proposal by the largest margin of any Michigan ballot measure since the current state constitution was adopted in 1963; and

Whereas, The rejection of the legislative ballot proposal was not a rejection of the dire need to fix our roads. A recent EPIC-MRA poll indicated that 81 percent of those polled want the Legislature to work on a proposal to fix the roads as soon as possible. It is clear that the Legislature must take action, and soon, to attend to the roads problem; and

Whereas, Legislators were elected to represent the best interests of Michigan citizens and to solve problems on their behalf. A full-time legislature should work full-time and not take eight weeks off for summer “vacation” when urgent problems demand well-thought-out solutions. There is no time to waste as our roads continue to deteriorate at a growing cost to the citizens of Michigan. We must start the wheels of government in motion in the direction of good roads; now, therefore, be it

Resolved by the House of Representatives, That we urge the Michigan House of Representatives and the Michigan Senate to hold legislative sessions weekly throughout the summer in order to approve a road funding proposal; and be it further

Resolved, That copies of this resolution be transmitted to the Speaker of the House of Representatives and the Senate Majority Leader.

Rep. Pagan, having reserved the right to explain her protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

Privatizing our prison system in Michigan is simply the wrong thing to do. This bill allows prisoners to be brought in from other states - some of the most violent criminals - into Michigan. Additionally, since this bill would allow a prison in Webber Township to reopen by the privately held company Geo Group, the Michigan Department of Corrections will have no oversight over this facility. As a member of the legislature, we need to focus on reducing our prison population and costs through meaningful sentencing and parole reforms. Further, the ability of Geo Group to guarantee the safety of Michigan’s citizens is very unclear.”

Rep. LaVoy, having reserved the right to explain his protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

Besides the inherent problems of privatization of prisons, this legislation also allows a higher classification of prisoners to be housed in Michigan, even federal prisoners. I believe we should not allow terrorists or drug dealers from other jurisdictions to be housed in Michigan to increase profits of private corporations while putting Michigan residents at risk. Where do these individuals go when they are released? They may stay in Michigan.”
