Almighty G-d and G-d of our ancestors

In the Torah portion of this week we read of two great leaders Moses and his brother Aron whom G-d appoints as the Kohen Gadol the high priest of the Bnei Yisroel - the Jewish Nation. Aron was referred to as an ‘ohev shalom verodef shalom’ – ‘A lover and pursuer of peace’ for he recognized that the only way for society to flourish was for all of G-d’s creations to live together in harmony, true to the fact that all people regardless of race or religion are G-d’s children.

In today’s turbulent world it is imperative for all people to recognize this truth how much more so those whom we elected to govern us.

Oh Great and merciful G-d

We beseech You on this day to rest Your spirit over this elected body of legislators and grant them the wisdom, understanding and compassion to fulfill their duties for which they were elected for the benefit of the citizens of this great state and for all of humanity.

House Resolution No. 31.

A resolution to declare March 2015 as Multiple System Atrophy Awareness Month in the state of Michigan.

Whereas, Multiple system atrophy is a progressive neurodegenerative disorder that affects the autonomic functions of the body; and

Whereas, Multiple system atrophy is caused by degeneration or atrophy of nerve cells in a part of the brain, which can result in problems with movement, balance, and autonomic functions of the body; and

Whereas, The symptoms of this rapidly advancing disease can occur in any combination, from loss of balance and coordination, fainting due to low blood pressure, swallowing difficulties, breathing problems, and rigidity and tremors similar to Parkinson’s Disease or Amyotrophic Lateral Sclerosis (ALS); and

Whereas, Multiple system atrophy generally affects middle-aged men and women and advances rapidly with the progressive loss of motor skills and eventually confinement to bed and death; and

Whereas, Recent research suggests that five per 100,000 people are affected by the disease; and

Whereas, People rarely live past 15 years with multiple system atrophy; and

Whereas, There is no remission from multiple system atrophy and currently no cure; and

Whereas, The current lack of awareness of multiple system atrophy leads to misdiagnosis and mistreatment; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare March 2015 as Multiple System Atrophy Awareness Month in the state of Michigan. We urge increased public awareness of this progressive neurodegenerative disorder that affects the autonomic functions of the body.

Rep. Dianda offered the following resolution:

House Resolution No. 32.

A resolution to request that the Michigan Public Service Commission conduct a feasibility study on creating a publicly funded integrated resource plan to meet the electric energy needs of the Upper Peninsula and report to the Legislature.

Whereas, There is no current energy plan for the entire Upper Peninsula and little research regarding which energy system is best suited for the area. The Upper Peninsula is facing an energy crisis due in part to the lack of a plan that addresses extraneous circumstances affecting the ability of utility companies to provide reliable, affordable energy to consumers. Moreover, the Upper Peninsula’s current infrastructure and regulatory environment have contributed to residential ratepayers being burdened with some of the highest electricity rates in the country; and

Whereas, The future energy needs of the Upper Peninsula must be studied and addressed. A plan for providing affordable, reliable energy is critical for creating an environment of certainty in which manufacturing and mining operations can plan to locate and expand in the Upper Peninsula. Currently, the cost and scarcity of energy is a major impediment to attracting businesses to the region; and

Whereas, The costs and benefits of various energy replacement proposals need to be studied thoroughly and identified specifically in order to ensure maximum benefit to Michigan taxpayers and ratepayers. Transmission projects estimated to cost between $500 million to $1 billion have been proposed, with no solid evidence to suggest that this infrastructure would be a good investment for Upper Peninsula ratepayers. On the other hand, Michigan citizens also do not have a clear idea of how much various energy generation projects would cost; and

Whereas, The retirement of the Presque Isle Power Plant located in Marquette, Michigan in 2020 presents an unprecedented opportunity to replace at least a portion of the plant’s 431 megawatt capacity with distributed generation using the Upper Peninsula’s many renewable resources, including woody biomass, geothermal, wind, and solar energy, in addition to efficiency measures like combined heat and power. Given high fuel costs, the rapid development of effective energy efficiency programs, increased opportunity for customer self-generation, and the unique geography of the Upper Peninsula, innovative approaches to energy generation may offer consumers greater freedom and cost savings than they currently experience; and

Whereas, The integrated resource planning process is ideal for addressing these issues. The purpose of an integrated resource plan is to meet energy objectives and customer energy needs in a manner consistent with the state’s energy policies and goals. A publicly funded integrated resource plan for the entire Upper Peninsula would identify the pros and cons of all available energy resources; better inform government officials, private interests, and customers as to the range and viability of energy options available; and be offered to the public for comment; and

Whereas, Energy customers should be the first concern when considering how to address the current energy crisis in the Upper Peninsula. The state of Michigan has an obligation to fully analyze how best to help customers conserve energy and provide them with the most information possible to ensure their long-term interests are met. An integrated resource plan would ensure a safe and reliable service for customers’ homes and businesses in the Upper Peninsula; now, therefore, be it

Resolved by the House of Representatives, That we request the Michigan Public Service Commission to conduct a feasibility study on creating a publicly funded integrated resource plan to meet the electric energy needs of the Upper Peninsula and report its recommendation to the Legislature; and be it further

Resolved, That copies of this resolution be transmitted to the Board of Commissioners of the Michigan Public Service Commission.

The resolution was referred to the Committee on Energy Policy.

A bill to amend 1976 PA 333, entitled “An act to provide for the licensing of elevator journeymen and the regulation of elevators and elevator journeymen; to prescribe the functions of the director of labor and the elevator safety board; and to provide penalties for violations of this act,” by amending section 2 (MCL 338.2152).

The bill was read a second time.

Rep. Graves moved to amend the bill as follows:

1. Amend page 2, following line 2, by inserting:

“Enacting section 1. This amendatory act takes effect 90 days after the date it is enacted into law.” and renumbering the remaining enacting section.

The motion prevailed and the amendment was adopted, a majority of the members serving voting therefor.

House Bill No. 4163, entitled

A bill to amend 1967 PA 227, entitled “An act to regulate the inspection, construction, installation, alteration, maintenance, repair and operation of elevators and the licensing of elevator contractors; to prescribe the functions of the director of labor; to create, and prescribe the functions of, the elevator safety board; to provide penalties for violations of the act; and to repeal certain acts and parts of acts,” by amending the title and sections 3, 4, and 15 (MCL 408.803, 408.804, and 408.815), section 15 as amended by 2004 PA 269, and by adding section 14a.

Was read a second time, and the question being on the adoption of the proposed amendments previously recommended by the Committee on Commerce and Trade (for amendments, see House Journal No. 21, p. 238),

The amendments were adopted, a majority of the members serving voting therefor.

Rep. Graves moved to amend the bill as follows:
