RULES FOR INTEGRATED STUDENT SUPPORTS

SUMMARY:

House Bill 5115 would add a section to the Revised School Code listing certain requirements for schools contracting with external entities that provide "integrated student supports" in schools, including necessary elements of the supports. 

Goals of integrated student supports

A school district, intermediate school district (ISD), or public school academy (charter school) that contracts for integrated school supports must ensure that the needs are met by an external community-based organization that acts in partnership with the school and serves to (1) improve coordination of integrated student supports and comprehensive supports, (2) act as a liaison between the schools and other organizations, in order to improve student learning and ability to plan for postsecondary education opportunities, and (3) improve coordination between a school and the students and families the school serves. 

Strategies of integrated student support organization

Under the bill, the integrated student supports provided to students and families must be provided by an organization that includes community school strategies and that utilizes an external independently evaluated evidence-based model of integrated student supports that is proven to increase pupil achievement. 

           

Community school strategies are generally understood to incorporate partnerships between the school and other community resources, in order to focus on student achievement as well as family support and the overall health of the community.

            Required elements of integrated student supports

            The integrated student supports must include all of the following:

·         An assessment of student and family needs in schools;

·         Placement of site-based staff in the public school building;

·         Enhancement of the social, emotional, intellectual, and physical development of students;

·         Provision of training related to integrated student supports to staff, teachers, and, as appropriate, parents and community leaders;

·         Linkage of necessary services and comprehensive supports to students, their families, and their public schools; and

·         Assessment of these services and supports through an evaluated model that is proven to increase student achievement.

The bill would take effect 90 days after enactment.

FISCAL IMPACT:

The bill would have no fiscal impact on the state, but could increase costs for intermediate school districts (ISDs), school districts, and public school academies (PSAs) if they were to contract for integrated student supports and have to meet the additional requirements as mentioned in the above summary.
