SUMMARY:
House Bill 4459 would amend the Michigan Vehicle Code (MCL 257.310) to say that, beginning on the date in 2018 when the secretary of state begins issuing redesigned operator's licenses, a digitalized license could contain emergency contact information appearing in electronic or machine readable codes, on the request of the applicant.
House Bill 4460, as introduced, is identical in content to House Bill 4459 and would amend Public Act 22 of 1972 (MCL 28.292), which provides for issuance of an official state personal identification card.
The bills define the term "emergency contact information" to mean the name, telephone number, and address of an individual the licensee wishes to be contacted in the event of an emergency.
FISCAL IMPACT:
The bills would have a minimal increased fiscal impact to the state. The Department of State would face some increased cost to update departmental software for the addition of emergency contact information. However, this cost could be spread out over several fiscal years in preparation for the change in 2018. There would be no fiscal impact to local governments.
