“Dear Heavenly Father, we thank You for the opportunity to serve You and the people of our Great State. We ask for Your guidance and blessings. Also – as we approach Veterans Day – we thank You for instilling so much courage and dedication into those who have served their country. We ask You to watch over them, bless them, and keep them close to You.

We also ask that You Bless and Protect the families of those who have served and who have sacrificed so much that we shall remain a free and bountiful nation. And when the time comes – we ask that You provide a special place next to You in Heaven for our Veterans and their families. All this we humbly ask in Your Son’s name – Jesus Christ.”

Motions and Resolutions

By unanimous consent the House considered House Resolution No. 359 out of numerical order.

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 359.

A resolution of tribute offered as a memorial for Wilfred Webb, former member of the House of Representatives.

Whereas, The members of this body were deeply saddened to learn of the passing of former Representative Wilfred Webb. He will be remembered for his service and dedication to the city of Hazel Park, the constituents of the Sixty-sixth District, and the entire state of Michigan; and

Whereas, After graduating from Alma College, Wilfred Webb began a career as an educator in Hazel Park. He served in many capacities for the school district, including teacher, counselor, and principal, ultimately filling the role of superintendent for over 17 years. In his many roles, he shaped young minds, enhanced educational opportunities, and guided the district. Wilfred Webb also led by example, as he earned a master’s degree and a Doctorate of Education from Wayne State University; and

Whereas, Wilfred Webb was first elected to the House of Representative in a 1982 special election, serving through 1984. He began a second legislative stint in 1987 and served another three terms until he retired after 1992. During his time in the Legislature, he served on the Education, Colleges and Universities, Public Utilities, and Taxation committees. He led and provided experience on many issues, such as education and elder abuse. Wilfred Webb also served on the House Appropriations Committee multiple times, helping allocate taxpayer dollars to effective and efficient use; and

Whereas, Generous of his expertise and talents, Wilfred Webb contributed much of his time to community endeavors. He was a Boy Scout leader and formed a youth assistance program when he worked as an educator. Additionally, he was a lay leader and board member of his church and board member and chair of the Oakland County General Health Systems and the St. John’s Health System. Wilfred Webb was also active in the Lions Club, the Delta Kappa educational fraternity, and the Michigan Association of School Administrators, among other groups; and

Whereas, Wilfred Webb was honored numerous times for his service and achievements. He received the Silver Beaver award from the Boy Scouts of America for his dedication to helping youth. In 1985, he was inducted into the Michigan Education Hall of Fame. His other awards included an honorary Doctor of Laws degree from Alma College; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Wilfred Webb, a member of this legislative body from 1982 to 1984 and 1987 to 1992; and be it further

Resolved, That copies of this resolution be transmitted to the Webb family as evidence of our lasting esteem for his memory.

House Resolution No. 357.

A resolution to declare November 10, 2016, as Great Lakes Sailors Remembrance Day in the state of Michigan.

Whereas, Throughout the annals of Great Lakes history, which have spanned hundreds of years, there is but one Great Lakes State; and

Whereas, Michigan has more coastline than any other state within our continental boundaries and embodies a freshwater legacy that is defined by its people, waterways, and ports; and

Whereas, The Great Lakes maritime trade is more than a mode of transportation but rather a way of life which provides the iron ore that has fueled steel production in war and peace, the coal that generates limitless electrical power, the aggregate which lies beneath our feet, and the grains on our kitchen tables. Nowhere else in the maritime world do the cargoes carried by ships reach so far beyond the threshold of one’s household; and

Whereas, While reliant upon many assets this industry, above all else, depends on sea-faring men and women who, at all hours and in all conditions, stand watch to ensure that vessels of American enterprise and sustainability navigate vast waters safely and efficiently for the good of all. Yet, this is not accomplished without risk and in many cases peril as even the finest vessels have succumbed to unparalleled natural forces; and

Whereas, The Great Lakes have more shipwrecks per square mile than anywhere else on earth and in turn serve as the solemn grave for thousands of lakes sailors. Most notable on this day, November 10, is the untimely loss of the once “Queen of the Lakes,” S.S. Edmund Fitzgerald and her 29 crewmembers. Their struggle with wind and waves would result in an inexplicable journey to a watery grave which they now share with all those who had been lost before them; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare November 10, 2016, as Great Lakes Sailors Remembrance Day in the state of Michigan. We dedicate this day to those who have sailed and continue to ply the waters of our vast inland seas for the Great Lakes have and will continue to serve as the lifeblood of natural resources to our state and nation.

House Resolution No. 358.

A resolution to declare November 16, 2016, as Dutch-American Heritage Day in the state of Michigan.

Whereas, On November 16, 1776, the batteries at the Dutch port of St. Eustatius in the West Indies fired the first salute to the flag of the newly independent United States; and

Whereas, The firing by the Dutch of the first salute to the flag of the United States uplifted the morale and determination of the individuals who were fighting for American independence; and

Whereas, Commemoration of Dutch-American Heritage Day promotes awareness by the people of the United States of the essential role performed by the Dutch people in securing American independence and in aiding the development of the United States for more than 200 years; and

Whereas, The diplomatic ties between the governments of the United States and the Netherlands are the longest continuous ties between the United States and any country of the world; and

Whereas, Commemoration of Dutch-American Heritage Day provides an opportunity for approximately 4.5 million Dutch Americans to celebrate their Dutch roots and the extraordinary contributions their ancestors made to the political, economic, and cultural development of the United States; and

Whereas, The heritage of this friendship between these people serves as a laudable example for the kinds of relations that should link all the peoples of the earth and should be properly extolled; and

Whereas, The Midwest region is home to over one million Americans of Dutch ancestry and the state of Michigan is honored to be the home to over a half million of those citizens. The significant size of the Dutch descendant population makes it very special from an ethnic and cultural point. So significant is the Dutch influence in Michigan that a large number of cities in Western Michigan were founded and named by Dutch immigrants; and

Whereas, So important is the relationship with the Netherlands, that the Michigan Legislature has formed a bi-partisan Legislative Dutch Caucus. Its members actively support economic and culture engagement with the Kingdom of the Netherlands; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare November 16, 2016, as Dutch-American Heritage Day in the state of Michigan. We commemorate the historic ties between the United States and the Netherlands.

Rep. McCready offered the following concurrent resolution:

House Concurrent Resolution No. 28.

A concurrent resolution to urge the President and Congress of the United States to comply with the Refugee Resettlement Act of 1980 and to halt further refugee placements until the Federal government is able to comply with appropriate screening and security checks, and consult with local governments in future placements.

Whereas, County governments, county executives, and multiple layers of local government bear the responsibility of protecting the safety, security, and health of all residents; and

Whereas, The Federal Refugee Resettlement Act of 1980 mandates that the Office of Refugee Resettlement consult with state and local governments on a no less than quarterly basis regarding refugee resettlement efforts in their local communities. Under the Act, required meetings were established to address state and local concerns and to consider state and local recommendations. It remains to be established that the Office of Refugee Resettlement has met the requirements of the law by regularly meeting with either state or local officials regarding refugee resettlement; and

Whereas, The Director of the Federal Bureau of Investigation has warned that there are serious challenges to properly vetting and screening refugees from war-torn areas with little to no criminal or terrorist databases. Terrorist organizations have explicitly claimed that they are embedding agents and terrorists within refugee populations. Yet, refugee populations from countries known to harbor terrorists continue to be resettled in Michigan without any assurance that the Federal government has established and implemented a system to properly screen individuals resettling in our State; now, therefore, be it

Resolved by the Michigan House of Representatives (the Senate concurring), That we urge the President and Congress of the United States to pursue all due diligence to comply with the Refugee Resettlement Act of 1980 by consulting local governments on the placement of refugees, and to halt further refugee placements until it is able to conduct proper, adequate screenings. If incorporated, Michigan will be able to successfully welcome refugees to our State; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States, President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The concurrent resolution was referred to the Committee on Local Government.
