Rep. Bruce R. Rendon, from the 103rd District, offered the following invocation:
“Father in Heaven,
In Your infinite goodness and mercy, You have blessed this country and its people with Your favor, but we have not always shown You our gratitude. Instead, our pride and our willfulness have caused us to seek answers without first seeking Your guidance and Your wisdom.
We are mindful, Lord, that Christians around the world recently celebrated Pentecost Sunday, the anniversary of that day when the frightened apostles who followed Your Son, Jesus, first received Your Holy Spirit. On that day, the locked doors of the room they were hiding in could not stop Your Holy Spirit, Who descended on each of them as a tongue of flame. Immediately, Lord, they felt Your power, and began to speak to all who would listen. And all who listened, heard their speech in a language they could understand, and received their message. The Holy Spirit transformed the apostles that day and it transformed the people they spoke to. All of them rushed out of the locked room and into the world to spread the Word of Jesus, and today, hundreds of years later, in this Chamber, we hear His Words still.
The hearts and minds of those frightened apostles were opened that day, Lord, to the power of Your Holy Spirit and the love of Your Son, Jesus Christ, and the glory that is Yours today and always. Lord, today, we beseech You to send Your Holy Spirit here to Your servants in this Chamber, to grant us the humility to put our personal thoughts aside, to help us to come together, as You would have us listen to the hearts and minds of those who have many different views than our own, and to find solutions that will work for the betterment of all the people here in Michigan. Please forgive our stubborn ways and, in Your mercy, instill us with the wisdom of Your Holy Spirit. We ask this in the name of the Father, and of the Son, and of Your Holy Spirit. Amen.”

The Speaker Pro Tempore assumed the Chair.
Motions and Resolutions
By unanimous consent the House considered House Resolution No. 298 out of numerical order.
Reps. Schor, Canfield, Cochran, Faris, Greig, Hoadley, Howrylak, LaVoy, Maturen, Pagan, Phelps, Price, Sarah Roberts and Singh offered the following resolution:
House Resolution No. 298.
A resolution to declare May 22-28, 2016, as Invisible Illness Awareness Week in the state of Michigan.
Whereas, An invisible illness is a chronic condition that is not easily observed by the general public and is often not readily detected by medical professionals. Examples include lupus, fibromyalgia, interstitial cystitis, rheumatoid arthritis, vasculitis, Crohn’s disease, and Ehlers-Danlos syndrome among others. These illnesses can be debilitating and prevent a person from performing traditional everyday activities; and
Whereas, Invisible illnesses aren’t easily identified. A person with an invisible illness may feel judged by others or feel as though others simply do not understand what they are going through. A person with a chronic condition may be dealing with exhaustion, constant aches or pains, dizziness, or cognitive impairments, and yet may appear to be completely healthy on the outside; and
Whereas, Nearly 1 in 2 Americans has a chronic medical condition of one kind or another. Ninety-six percent of people with chronic medical conditions live with an ailment that is invisible. About a quarter of them have some type of activity limitation, ranging from mild to severe; and
Whereas, The onset or duration of an invisible illness can negatively affect a person’s physical, emotional, economic, educational, and social well-being due to activity limitations; and
Whereas, There is a need for increased awareness about invisible illnesses to create a more accepting and understanding world for those who suffer; and
Whereas, The theme of this year’s Invisible Illness Awareness Week is “Invisible Illnesses; Visible Hope,” because of the widespread scope of the illnesses; and
Whereas, The purpose of Invisible Illness Awareness Week is to increase understanding of invisible illnesses among the general public and medical community while reducing the stigma surrounding the illnesses, in order to create an environment in which there is better care, earlier and more accurate diagnosis, and knowledge that invisible illness patients can lead a healthy life; and
Whereas, We join with the many individuals who are afflicted by these disorders and support increased awareness of invisible illnesses; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 22-28, 2016, as Invisible Illness Awareness Week in the state of Michigan.
The question being on the adoption of the resolution,
The resolution was adopted.
Reps. Lauwers, Canfield, Cochran, Crawford, Faris, Greig, Hoadley, Hooker, Howrylak, LaVoy, Maturen, Phelps, Price, Singh and Webber offered the following resolution:
House Resolution No. 299.
A resolution to commemorate the 100th anniversary of the founding of the Michigan Milk Producers Association.
Whereas, The Michigan Milk Producers Association (MMPA) was formed on May 23, 1916, when a small group of dairy farmers from Livingston County gathered at what was then the Michigan Agriculture College in East Lansing. They met to establish a stable, reliable market and price for their milk; and
Whereas, The principles established in 1916 of guaranteeing a market and payment for members’ milk has laid the groundwork for what is now an integral part of today’s dairy industry and Michigan’s economy; and
Whereas, While the methods and technology of producing milk are vastly different today than they were in 1916, the strength of the Michigan Milk Producers Association is as strong as the desire of those forward-thinking dairy farmers from 100 years ago; and
Whereas, Through great leadership, the cooperative united a membership of independent-thinking dairy producers from Michigan and the surrounding states; and
Whereas, The MMPA survived and thrived through wars, protests, high interest rates, changes in leadership, criticism from outsiders, and a volatile milk market. The members of the cooperative stood strong, backing their leadership and knowing they would be stronger together; and
Whereas, The leadership has been unparalleled, the dedication has been unequalled, and the result has been a century of trust, commitment, and strength; and
Whereas, For 100 years the dairy farmer members of the MMPA have worked together to provide premium quality milk and have supported our state’s economy; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body commemorate the 100th anniversary of the founding of the Michigan Milk Producers Association. We congratulate the organization in its entirety: the members, their leaders, and the entire staff from office to office and plant to plant; and wish them many more decades of success as they continue to work together toward tomorrow to feed and nourish a hungry state, a hungry country, and a hungry world.
The question being on the adoption of the resolution,
The resolution was adopted.

By unanimous consent the House returned to the order of
Motions and Resolutions
The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 297.
A resolution of tribute offered as a memorial for Curtis Hertel, former Speaker of the House of Representatives.
Whereas, It is with great sadness that the members of this legislative body learned of the passing of Curtis Hertel. For eighteen years, he served the people of Michigan and his constituents in Detroit with tremendous energy, dignity, and integrity; and
Whereas, Curtis Hertel was a native of Detroit and a proud alumnus of Wayne State University. He dedicated nearly two decades to the House of Representatives from 1981 to 1998, continuing his family’s tradition of public service, while also setting an example of citizenship for his children and grandchildren to follow; and
Whereas, Curtis Hertel is most often remembered for his role in the historic power sharing agreement between the parties. With the membership equally divided during the 87th Legislature, Hertel served with Paul Hillegonds as co-Speakers of the House. Many people believed the 55-55 split would lead to gridlock and chaos, but Hertel joined with Hillegonds to ensure the House of Representatives was able to pass substantive legislation; and
Whereas, Curtis Hertel’s leadership, passion, command of the issues, and trustworthiness during his time in the House of Representatives left a lasting impression. He worked hard to advocate on behalf of the people of Detroit and Michigan to expand the economy, improve education, and raise the minimum wage. In addition to his term as Co-Speaker of the House, he also held the position on his own from 1997 to 1998; and
Whereas, After leaving the House of Representatives, Curtis Hertel continued to serve. He spent time as the executive director of the Detroit/Wayne County Port Authority and as the deputy director of the Department of Energy, Labor and Economic Growth. Hertel was also known for offering guidance and wisdom to members of the Legislature even years after leaving office; and
Whereas, Curtis Hertel was a model public servant who cared deeply about improving the lives of everyone in Michigan. Upon his passing, we offer our condolences to his family and friends. We hope that they may find comfort in the knowledge that the community as a whole shares in their bereavement, and that the legacy of Curtis Hertel’s contributions will long continue to enrich our state; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Curtis Hertel, a member of this legislative body from 1981 to 1998; and be it further
Resolved, That copies of this resolution be transmitted to the Hertel family as evidence of our lasting esteem for his memory.
The question being on the adoption of the resolution,
The resolution was adopted by unanimous standing vote.
