I call upon You today, our heavenly Father, on behalf of our Governor, our Lieutenant Governor, and the 38 Senators of the state of Michigan. I want to thank You today for these men and women, who’ve given themselves in service to the people of the state of Michigan. Bless them as they sacrifice their time and their energies to make Michigan a great place to live, to do business, and to visit.
We humbly come before You today to ask Your wisdom and guidance for the session as they deliberate various measures that come before this body today. Remind them that, as servants, their decisions affect the lives of many people. So give them wisdom and guidance in everything they discuss. As James, the writer, said, “If any of you lacks wisdom, he should ask God, who gives generously to all without finding fault, and it shall be given to him.”
Remind them that while they may differ on various issues, the tone in which they debate and treat each other has an impact on the civility of our state. Lord, we ask that You look with favor today on the Senate body as they remember the poor and the God-given rights of all people.
Be in all that is said and done here this today. I ask this in the name of Your Son and our Savior Jesus Christ. Amen.

Protest
Senator Hood, under his constitutional right of protest (Art. 4, Sec. 18), protested against the passage of Senate Bill Nos. 434, 435, 436, 555 and 556.
Senator Hood’s statement is as follows:
Even though I do support not being able to use these cards at casinos and strip clubs, I do not support the liquor store portion of it, because in some areas, these ATM machines are the only ATM machines that are accessible for miles, due to transportation issues—not being able to have a car, not being able to afford a car, and not even being able to afford the insurance rates. In urban areas, these ATMs are the only ones that folks can get to in order to get money out.
I use this as my “no” vote explanation because of the access of ATMs and banks in urban areas.

The question being on the passage of the bill,
Senator Bieda offered the following amendment:
1. Amend page 6, following line 10, by inserting:
“Enacting section 2. The legislature shall annually appropriate sufficient funds from the state general fund to the state school aid fund created in section 11 of article IX of the state constitution of 1963 to fully compensate for any loss of revenue to the state school aid fund resulting from the enactment of this amendatory act.”.
The amendment was not adopted, a majority of the members serving not voting therefor.

“An act to provide for the raising of additional public revenue by prescribing certain specific taxes, fees, and charges to be paid to the state for the privilege of engaging in certain business activities; to provide, incident to the enforcement thereof, for the issuance of licenses to engage in such occupations; to provide for the ascertainment, assessment and collection thereof; to appropriate the proceeds thereof; and to prescribe penalties for violations of the provisions of this act,”.
