Rev. Dr. Joseph A. Stephens, Pastor of New Birth Baptist Church in Inkster, offered the following invocation:
“Eternal God our Father, I come to You because there is no other help I know. We are standing in the need of a blessing. Our state needs a blessing from You. Our cities need a blessing from You. Our Nation needs a blessing from You. God if You don’t help us, we can’t stand the storm.
As I stand in these hallowed halls of Government. Lord the task of serving the people is bigger than any one level of government can handle. It’s larger than any political party can control, it’s bigger than any individual. So I ask in Your magnificent and holy name that You would bless all branches of government to come together for the good of Your people. Bless the executive, the legislative and the judicial branches to come together and move on one accord to do that which is right for the people and most importantly that which is righteous in Thy sight.
I ask that the earnest debate be based on pure intentions and a good conscious and not be shadowed with the cloud of personal agenda’s and political gain. I ask in Your precious name that every legislator be equipped with wisdom that is given from on high and the knowledge to apply that wisdom. I hold our governor up to You and ask that You order his steps, bless his family, bless him to lead this state to a greater level of prosperity, but help him to maintain his compassion for the common man, the less fortunate, the disenfranchised.
Protect our governor and his family, protect every legislator and their family, protect every aide and their family, protect every employee of this state and their families from all hurt, harm and danger.
O God, our God shower down blessings upon this great state of Michigan. Bless this to be the land of opportunity, where the door of achievement is wider than the gate of hopelessness and failure.
Bless every resident of this state to have a mind to contribute to the welfare and well being of this state and their fellow man. Bless these people to have the heart of compassion to only look down on their fellow citizens if they are helping them up.
I know that if we come together nothing can be withheld from us. I believe that if we have true love in our hearts, true compassion towards the least of these, that You Father, will open up the windows of Heaven and pour us out a blessing we won’t have room enough to receive.
As this body submits, considers, debates and vote on various legislations let them do it with a focus of sincerely effecting the safety and the welfare of those that they serve.
You have declared in Your Holy Word in II Chronicles 7:14-If My people, which are called by My name, shall humble themselves, and pray, and seek My face, and turn from their wicked ways; then will I hear from heaven, and will forgive their sin, and will heal their land.
My prayer O God is that all that serve in these distinguished halls would serve with humility and seek You. Thus I thank You for hearing prayer, I thank You for healing the land, I thank You for opening doors that no man can close, I thank You for the rising of the sun and the setting of the same. I thank You because without You we can do nothing and we can do all things through Christ which strengthens us.
This I pray in that name that is above every name. The only begotten of the Father. Jesus Christ our Lord AMEN.”

A bill to amend 1941 PA 122, entitled “An act to establish the revenue collection duties of the department of treasury; to prescribe its powers and duties as the revenue collection agency of this state; to prescribe certain powers and duties of the state treasurer; to establish the collection duties of certain other state departments for money or accounts owed to this state; to regulate the importation, stamping, and disposition of certain tobacco products; to provide for the transfer of powers and duties now vested in certain other state boards, commissions, departments, and offices; to prescribe certain duties of and require certain reports from the department of treasury; to provide procedures for the payment, administration, audit, assessment, levy of interests or penalties on, and appeals of taxes and tax liability; to prescribe its powers and duties if an agreement to act as agent for a city to administer, collect, and enforce the city income tax act on behalf of a city is entered into with any city; to provide an appropriation; to abolish the state board of tax administration; to prescribe penalties and provide remedies; and to declare the effect of this act,” by amending section 21 (MCL 205.21), as amended by 2006 PA 11.

Rep. Phelps, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
I voted against HB 4855 today because it unfairly singles out the men and women in Michigan who are on, or have been on assistance from the Michigan Department of Human Services. There are many people in Michigan and many that live outside the state, that currently owe money to state departments. To include only those individuals who may owe money to the Department of Human Services is a callous and calculated attempt to further demonize those families who find themselves or have found themselves in poverty at some point in their lives. I would however support legislation that would collect money owed by any individual that has lotto winnings and owes any money to the state or our state’s court systems.”
