Pastor Nelson Brandymore, Senior Pastor of Coldwater Free Methodist Church in Coldwater, offered the following invocation:

“Heavenly Father,

Thank You for the opportunity to gather again today to do the work that is before this House. We pause in this moment to acknowledge You, and our need of Your divine assistance as we seek to fulfill our responsibilities in serving the people of Michigan in a manner that is honoring and pleasing to You. We readily acknowledge that many of the matters before us are complex and reflective of some of the most challenging times in the history of our great Nation.

I ask You to give each of these House representatives of Your wisdom. While we do our best to approach the matters before us in a manner that results in the best interests of those we serve, we acknowledge our own limitations and inclinations. Forgive us, Father, for the times we have allowed our own human efforts to trump Your divine desire for us and our world. Help these representatives to see each and every piece of legislation before them from Your eternal perspective.

I also ask You to bestow Your grace, in abundance, upon these men and women and their families. As part of the constituents they serve, we often forget that they too are men and women, husbands and wives, fathers and mothers, and like us have family concerns that all too often are set aside in light of the heavy load and responsibilities that are theirs to carry out. May Your healing grace be poured out on any who enter our thoughts right now as we think of, and pray for, family members, neighbors, and friends.

Most of all, Father, help each of us to understand the importance of living our lives, and conducting the affairs our State and Nation, according to the wisdom and principles set forth so clearly Your Word. Give each of these, Your servants, daily courage to be men and women of Godly character and integrity. Help them as they seek to stand for that which is right according to Your Word, and to stand strong against those who would seek to encourage them to do otherwise.

As they begin their work together this afternoon, give them an unusual ability to communicate effectively and work together in harmony. As recipients of Your love, mercy, grace and forgiveness in our own lives, may we be quick to extend those same qualities to one another as we serve You and the people of this great State.

I ask these things in the name of Jesus Christ our Lord, amen!”

A bill to amend 1948 (1st Ex Sess) PA 31, entitled “An act to provide for the incorporation of authorities to acquire, furnish, equip, own, improve, enlarge, operate, and maintain buildings, automobile parking lots or structures, transit-oriented developments, transit-oriented facilities, recreational facilities, stadiums, and the necessary site or sites therefor, together with appurtenant properties and facilities necessary or convenient for the effective use thereof, for the use of any county, city, village, or township, or for the use of any combination of 2 or more counties, cities, villages, or townships, or for the use of any school district and any city, village, or township wholly or partially within the district’s boundaries, or for the use of any school district and any combination of 2 or more cities, villages, or townships wholly or partially within the district’s boundaries, or for the use of any intermediate school district and any constituent school district or any city, village, or township, wholly or partially within the intermediate school district’s boundaries; to provide for compensation of authority commissioners; to permit transfers of property to authorities; to authorize the execution of contracts, leases, and subleases pertaining to authority property and the use of authority property; to authorize incorporating units to impose taxes without limitation as to rate or amount and to pledge their full faith and credit for the payment of contract of lease obligations in anticipation of which bonds are issued by an authority; to provide for the issuance of bonds by such authorities; to validate action taken and bonds issued; to provide other powers, rights, and duties of authorities and incorporating units, including those for the disposal of authority property; and to prescribe penalties and provide remedies,” by amending section 11 (MCL 123.961), as amended by 2008 PA 452.

“An act to prevent urban deterioration and encourage economic development and activity and to encourage neighborhood revitalization and historic preservation; to provide for the establishment of tax increment finance authorities and to prescribe their powers and duties; to authorize the acquisition and disposal of interests in real and personal property; to provide for the creation and implementation of development plans; to provide for the creation of a board to govern an authority and to prescribe its powers and duties; to permit the issuance of bonds and other evidences of indebtedness by an authority; to permit the use of tax increment financing; to reimburse authorities for certain losses of tax increment revenues; and to prescribe the powers and duties of certain state agencies and officers,”
