Please bless every home in the state of Michigan.
Please visit with the sick, homeless and those in need this day.
Please visit our nations Capitol and lead them to a meaningful resolve.

House Resolution No. 243.
A resolution to declare October 20-26, 2013, as Respiratory Care Week in the state of Michigan.
Whereas, Respiratory care practitioners across Michigan will celebrate Respiratory Care Week; and
Whereas, Respiratory care practitioners are well-educated and highly trained health professionals committed to providing the highest quality patient care; and
Whereas, Respiratory care practitioners work in all arenas of health care from the emergency room, critical care units, medical and surgical units, diagnostics, skilled nursing facilities, and home health care; and
Whereas, Respiratory care is an honorable profession and is vital to sustaining high standards of health care; and
Whereas, The number of people affected by chronic lung disease is staggering and it costs Michigan citizens millions annually in hospitalization, physicians visits, and other medical expenses; and
Whereas, Respiratory care practitioners endeavor to educate the public in prevention and early detection of lung disease and encourage family physicians to utilize early screening; and
Whereas, Both state and national observances of this week will focus on increasing public awareness and importance of early detection of chronic lung disease; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare October 20-26, 2013, as Respiratory Care Week in the state of Michigan; and be it further
Resolved, That respiratory care practitioners across this state be commended for their outstanding contributions to health care.

A bill to amend 1951 PA 33, entitled “An act to provide police and fire protection for townships and for certain areas in townships, certain incorporated villages, and certain cities; to authorize contracting for fire and police protection; to authorize the purchase of fire and police equipment, and the maintenance and operation of the equipment; to provide for defraying the cost of the equipment; to authorize the creation of special assessment districts and the levying and collecting of special assessments; to authorize the issuance of special assessment bonds in anticipation of the collection of special assessments and the advancement of the amount necessary to pay such bonds, and to provide for reimbursement for such advances by reassessment if necessary; to authorize the collection of fees for certain emergency services in townships and other municipalities; to authorize the creation of administrative boards and to prescribe their powers and duties; to provide for the appointment of traffic officers and to prescribe their powers and duties; and to repeal acts and parts of acts,” by amending section 10 (MCL 41.810), as amended by 2004 PA 463.

I continue to object to the use of procedural tricks to subvert the Constitutional rights of citizens to know accurately the actions of the House of Representatives. Motions for immediate effect are routinely gaveled through without even a pretense of vote counting. This motion requires support from 2/3rds of the members and there is no genuine effort to ascertain the level of support for immediate effect. I object to this practice and I object to the erroneous assertions printed in the House Journal that suggest an authentic counting of votes occurred on the House floor.
