“Dear Heavenly Father, Creator of Heaven and Earth. We praise You for Your infinite wisdom and almighty power. We need it today as much as we ever have. You do amazing acts of greatness for Your glory and our good. Nothing is too difficult for You. Please use us to work out Your perfect plan here in this place today.
Please forgive us for the many times and many ways that we fail You both when we don’t do what we should do and we do what we shouldn’t do. Thank You, Jesus, for dying as our substitute to pay the penalty for those sins. Thank You for rising from the dead giving us hope for life—real life—both now and forevermore.
Lord, today this House has many important decisions to make. Please give them wisdom as they debate the merits and demerits of the various issues. House Resolution No. 145.
A resolution to declare May 19-25, 2013, as Emergency Medical Services Week in the state of Michigan.
Whereas, Emergency medical services (EMS) provide a vital public service; and
Whereas, Access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and
Whereas, First responders, emergency medical technicians, and paramedics stand ready to provide compassionate, lifesaving care to those in need 24 hours a day, seven days a week; and
Whereas, Emergency medical responders are supported by emergency medical dispatchers, firefighters, law enforcement officers, educators, administrators, researchers, emergency nurses, emergency physicians, and others; and
Whereas, The members of EMS teams, both career and volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and
Whereas, It is appropriate to recognize the value and the accomplishments of EMS practitioners by designating Emergency Medical Services Week; and
Whereas, With the theme “EMS: One mission, One team”, we encourage the community to observe this week with appropriate programs, ceremonies, and activities; now, therefore, be it

House Resolution No. 146.
A resolution to declare May 16, 2013, as Hereditary Angioedema Awareness Day in the state of Michigan.
Whereas, Hereditary Angioedema (HAE) is a rare and potentially life-threatening genetic disease, affecting between 1 in 10,000 and 1 in 50,000 people, leading to patients being undiagnosed or misdiagnosed for many years; and
Whereas, HAE is characterized by symptoms including episodes of edema or swelling in various body parts including the hands, feet, gastrointestinal tract, face, and airway; and
Whereas, Patients often experience swelling in the intestinal wall, causing bouts of excruciating abdominal pain, nausea, and vomiting, and swelling of the airway, which can lead to death by asphyxiation; and
Whereas, A defect in the gene that controls the C1-inhibitor blood protein causes production of either inadequate or non-functioning C1-inhibitor protein, leading to an inability to regulate complex biochemical interactions of blood based systems involved in disease fighting, inflammatory response, and coagulation; and
Whereas, HAE is an autosomal dominant disease and 50 percent of patients with the disease inherited the defective gene from a parent, while the other 50 percent developed a spontaneous mutation of the C1-inhibitor gene at conception; and
Whereas, HAE patients often experience their first HAE attack during childhood or adolescence, and continue to suffer from subsequent attacks for the duration of their lives; and
Whereas, HAE attacks can be triggered by infections, minor injuries or dental procedures, emotional or mental stress, and certain hormonal or blood medications; and
Whereas, The onset or duration of an HAE attack can negatively affect a person’s physical, emotional, economic, educational, and social well-being due to activity limitations; and
Whereas, The annual cost for treatment per patient can exceed $500,000, causing a substantial economic burden; and
Whereas, There is a significant need for increased and normalized medical professional education regarding HAE; and
Whereas, There is also a significant need for further research on HAE to improve diagnosis and treatment options for patients; and
Whereas, The purpose of Hereditary Angioedema (HAE) Awareness Day is to raise awareness of HAE among the general public and medical community in order to create an environment in which there is better care, earlier and more accurate diagnosis and knowledge that HAE patients can lead a healthy life, and
Whereas, We join with the many individuals who are afflicted by this disorder and support increased awareness of HAE by physicians and the public; now, therefore, be it

A resolution to declare May 2013 as Wrestling Month in the state of Michigan.
Whereas, Wrestling is recognized as one of the world’s oldest competitive sports dating back to 3000 B.C.; and
Whereas, Wrestling was one of the original sports of the ancient Greek Olympic games and of the first modern Olympic games; and
Whereas, Wrestling is one of the world’s most diverse sports, with participants from almost 200 countries around the world; and
Whereas, More than 280,000 high school students in the United States participated in wrestling in 2012; and
Whereas, There are more than 350 intercollegiate wrestling programs in the United States; and
Whereas, Wrestling represents the determination and hard work it takes to succeed in life and sports; and
Whereas, The United States has a long, proud and storied Olympic wrestling history; and
Whereas, Wrestling epitomizes the spirit of the Olympic Games; now, therefore, be it

I continue to object to the use of procedural tricks to subvert the Constitutional rights of citizens to know accurately the actions of the House of Representatives. Motions for immediate effect are routinely gaveled through without even a pretense of vote counting. This motion requires support from 2/3rds of the members and there is no genuine effort to ascertain the level of support for immediate effect. I object to this practice and I object to the erroneous assertions printed in the House Journal that suggest an authentic counting of votes occurred on the House floor.
