“Almighty God, You have given us this good land for our heritage. We humbly ask You that we may always prove ourselves a people mindful of Your favor and glad to do Your will. Bless our land with honorable endeavor, sound learning and pure manners. Save us from violence, conflict and confusion, from pride and arrogance, and from every evil way.
Defend our liberties and fashion into one united people the multitude brought here out of many nations and tongues. Endow with the Spirit of wisdom those to whom in Your name we entrust the authority of government, that there may be justice and peace, and that through obedience to Your law we may show forth Your praise among the nations on earth. In time of prosperity fill our hearts with thankfulness, and in the day of trouble do not allow our trust in You to fail.
Merciful Lord, bless our country. Enlighten with Your grace the government officials of the state of Michigan as well as those of the United States, that in all things we may be governed in justice and equality. Grant us not only such outward prosperity as is Your will, but, above all things, such faith, hope and charity that Your name will always be glorified in our midst.
God of all, make us aware that You want all nations to be Your one family. Help us to be concerned about the welfare of every individual You have put on this earth. May all nations allow themselves to be guided by a common standard of justice and truth, while respecting the rich variety of many cultures. Amen.”

House Resolution No. 142.
A resolution to declare May 2013 as Bike Month in the state of Michigan.
Whereas, An estimated two million Michiganders ride bicycles because they are a viable and environmentally sound form of transportation and recreation, an excellent form of fitness, and help improve quality of life and sense of place; and
Whereas, Thousands of people throughout Michigan will experience the joys of bicycling during the month of May through educational programs, commuting events, trail work days, helmet promotions, and charity rides; and
Whereas, In 2013, thousands of cyclists from across the country will participate in over 300 organized Michigan cycling events to experience our beautiful scenery and the many parks, attractions, and historic sites; and
Whereas, Bicyclists are recognized as legitimate roadway users with the same rights and responsibilities as automobile drivers; and
Whereas, Teaching bicyclists and motorists to share the road is important to ensure the safety and comfort of all users; and
Whereas, Michigan has the most complete streets programs in the nation with at least 80 local ordinances, resolutions, and policies that ensure bicyclists will be accommodated in future transportation projects; and
Whereas, Michigan is known as the top trail state with the greatest number of rail-trail mileage at 2,623 miles, along with 1,600 miles of looped mountain biking trails on state-managed lands, in addition to the internationally recognized mountain biking trail network in Copper Harbor; and
Whereas, Michigan has eight nationally recognized bicycle friendly communities, four bicycle friendly universities and fourteen bicycle friendly businesses; and
Whereas, Michigan has over 200 bicycle shops, 70 bike clubs, and 30 bicycle-related industries; and
Whereas, Michigan has two officially designated cross state U.S. Bicycle Routes (USBR) and was the first state in the country to have newly designated north-south and east-west USBR’s; and
Whereas, Michigan will have 811 miles of USBR’s once USBR 35 is designated, the second most in the nation; and
Whereas, Michigan annually hosts the most Ride of Silence events in the world, an international event that honors injured and killed cyclists, including those involved in the 20,807 bicycle crashes resulting in 258 fatalities in Michigan over the past 10 years; and
Whereas, Michigan is the leader of inclusive cycling opportunities, through education and events such as the IRide, Ability Tour, and Celebration of Cycling which demonstrate everyone can ride; and
Whereas, Michigan’s own Horatio Earle led the Good Roads Movement that banded millions of American bicyclists together to promote safer cycling, which resulted in the creation of the Michigan State Highway Department (now MDOT) and Woodward Avenue becoming the first mile of concrete highway in the world; and
Whereas, May has been declared National Bike Month by the League of Michigan Bicyclists, Michigan Trails and Greenways Alliance, Michigan Mountain Biking Association, and Programs to Educate All Cyclists to increase awareness about bicycling opportunities through organized activities such as bike-to-work days and bicycle rodeos for children; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 2013 as Bike Month in the state of Michigan; and be it further
Resolved, That a copy of this resolution be transmitted to Secretary of State Ruth Johnson.

House Resolution No. 143.
A resolution to declare May 12-18, 2013, as Food Allergy Awareness Week in the state of Michigan.
Whereas, The Food Allergy & Anaphylaxis Network (FAAN) is a national nonprofit organization dedicated to educating the public about food allergies and anaphylaxis; and
Whereas, Each year, over 50,000 visits to the emergency room and hundreds of deaths are caused by food allergies; and
Whereas, It is estimated that approximately 12 million Americans have food allergies with 3 million being children; and
Whereas, Anaphylaxis is a systemic allergic reaction that involves the skin, respiratory tract, and cardiovascular system; and
Whereas, Eight foods account for 90 percent of all food-allergic reactions in the U.S.: milk, eggs, peanuts, tree nuts (e.g., walnuts, almonds, cashews, pistachios, pecans), wheat, soy, fish, and shellfish; and
Whereas, Even trace amounts of a food allergen can cause a reaction; and
Whereas, Food allergies are life-altering for everyone involved and require constant vigilance; and
Whereas, FAAN created Food Allergy Awareness Week in 1997 to educate others about food allergies; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 12-18, 2013, as Food Allergy Awareness Week in the state of Michigan.

House Resolution No. 144.
A resolution to declare Iosco County the Premiere Birding Capital of the state of Michigan.
Whereas, Iosco County has three areas designated by the National Audubon Society as an Important Birding Area (IBA). An IBA is defined as providing essential habitat for one or more species of breeding, wintering, and/or migrating birds; and
Whereas, The scenic byway along the AuSable River provides habitat for wintering Trumpeter Swans; and
Whereas, Management areas within the county are designated as nesting areas for the endangered Kirtland’s Warbler, one of the most rare members of the wood warbler family. Iosco County has the largest concentration of the Kirtland’s Warbler in Michigan; and
Whereas, Tawas Point provides critical habitat for the spring migration of a variety of bird species; and
Whereas, Iosco County contains a large nesting population of Bald Eagles. It also provides a nesting habitat for Osprey, important raptors for the region; and
Whereas, Iosco County has the only identified nesting populations of the endangered Piping Plover on the U.S. side of Lake Huron; and
Whereas, The annual Tawas Birding Festival held in May attracts bird watchers from around the world; and
Whereas, Recognition of Iosco County as a premier birding destination in the State of Michigan has a great impact on the area. Birding enthusiasts promote the natural resources of the area and economic growth through tourism; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare Iosco County the Premiere Birding Capital of the state of Michigan. We encourage and express support for the recognition of Iosco County as a premier birding destination in the state of Michigan; and be it further
Resolved, That copies of this resolution be transmitted to the members of the Michigan Senate, The Michigan Audubon Society, and the National Audubon Society.

I continue to object to the use of procedural tricks to subvert the Constitutional rights of citizens to know accurately the actions of the House of Representatives. Motions for immediate effect are routinely gaveled through without even a pretense of vote counting. This motion requires support from 2/3rds of the members and there is no genuine effort to ascertain the level of support for immediate effect.
