A resolution to declare March 2013 as Red Cross Month in the state of Michigan.

Substitute for House Resolution No. 34.

A resolution to declare March 2013 as Red Cross Month in the state of Michigan.

Whereas, March has historically been recognized as Red Cross Month by Presidents and Congress alike; and

Whereas, The American Red Cross was established on May 21, 1881, and undertook its first disaster relief effort aiding victims of forest fires across northern Michigan; and

Whereas, The United States Congress issued a Congressional Charter to the Red Cross on January 5, 1905, to fulfill the United States obligation under the First Geneva Convention protecting war-wounded and designating it as the entity to prepare for and respond to disasters in the United States as well as serve as the communications link between United States military personnel and their families; and

Whereas, The Red Cross nationwide enjoys the services of more than 500,000 volunteers, of whom 14,386 are in Michigan, responded in fiscal year 2012 to nearly 70,000 disasters, 2,303 of which occurred in Michigan, and provided about 75 percent of the blood supply used by Michigan residents in need of biological treatments, and

Whereas, Red Cross volunteers and staff provide invaluable Disaster, Health and Safety, Military, Biomedical and Internationals services in every county in Michigan; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare March 2013 as Red Cross Month in the state of Michigan. We urge all citizens to volunteer, donate blood and provide financial support as the Red Cross works to improve the lives of Michigan citizens.

House Resolution No. 36.

A resolution to declare March 2013 as Parenting Awareness Month in the state of Michigan.

Whereas, The Parenting Awareness Michigan initiative has been in existence since 1993 when it began as an awareness month to promote parenting; and

Whereas, Parenting Awareness Month sets the foundation for guiding children and youth to be healthy and drug free year round; and

Whereas, Parenting Awareness works to raise the awareness of individuals and community groups to be involved in alcohol, tobacco, and other drug prevention; and

Whereas, Informed and effective parenting is of critical importance across the lifespan and adds stability and strength to the lives of children and also helps to reduce social problems such as substance abuse, academic failure, teenage pregnancy, violence, and crime; and

Whereas, Showing children love, concern, and respect, providing children a safe place to live and play, and spending time with children and teaching them to be responsible are key factors in the philosophy supported by Parenting Awareness Michigan; and

Whereas, Parenting Awareness Michigan provides and promotes education and resources for the development of effective parenting while working hand-in-hand with our schools and community to improve the quality of life for children and families; and

Whereas, A national month dedicated to educating all Americans on the importance of effective parenting and to celebrate those people who are raising children and utilize the Parenting Awareness Michigan Initiative to improve the quality of life for the people of Michigan; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare March 2013 as Parenting Awareness Month in the state of Michigan. We recognize the contributions it is making to educate Americans on the commitment and dedication to individuals, families, and communities everywhere that the Parenting Awareness Michigan Initiative provides; and be it further

Resolved, We honor and join other organizations throughout the state and this country as they use this occasion to honor the contributions of the Parenting Awareness Initiative; and be it further

Resolved, That a copy of this resolution be transmitted to the Parenting Awareness Michigan Chapter, the Huron County Parenting Awareness Coalition, and other local community organizations throughout the state of Michigan.

House Resolution No. 37.

A resolution to urge Congress and the President of the United States to enact the 2013 Farm Bill as introduced in the United States Senate.

Whereas, Nationally, over 16 million jobs depend on the strength and continued success of American agriculture. Michigan’s food and agriculture systems alone contribute $91.4 billion annually in direct and indirect economic activity, making it the second largest industry in the state. Agriculture in Michigan has continued to grow and thrive, making agriculture a cornerstone to diversifying Michigan’s economy in the future. Michigan has about ten million acres of farmland and is home to more than 56,000 farms. More than 90 percent of Michigan farmland is owned by families or individuals. Michigan produces over 200 commodities on a commercial basis, making our state the second most agriculturally diverse state in the nation; and

Whereas, Every five years, Congress enacts several pieces of legislation, together referred to as the “farm bill,” that set national agriculture, nutrition, conservation, and forestry policy. The federal farm bill has guaranteed the continued production of a stable and affordable food supply for our nation. The farm bill strikes a solid balance between supporting farmers, maintaining an affordable home-grown supply, encouraging the protection of the environment, making food available, and ensuring adequate nutrition for every American family and child; and

Whereas, The last farm bill, enacted in 2008, expired in September 2012. The renewal vehicle, the Agriculture Reform, Food and Jobs Act of 2012, passed the U.S. Senate in June 2012. As passed by the Senate, the bill would have reformed, eliminated, and streamlined numerous programs, saving taxpayers $23 billion. In addition, the bill would have strengthened the tools available to producers to help manage risks and conserve natural resources. However, the U.S. House of Representatives failed to take up the Agriculture Reform, Food and Jobs Act of 2012. With the fiscal cliff looming, Congress instead extended the 2008 Farm Bill to September 30, 2013; and

Whereas, The Senate version of the farm bill passed in 2012 has been re-introduced as the Agriculture Reform, Food and Jobs Act of 2013. This bill would provide a sound safety net for Michigan farmers including improved crop insurance options, disaster programs, and research and conservation. Having a proper farm bill in place provides agri-business and rural development with security knowing that programs and services are locked in place for the next five years. Failure to pass a federal farm bill places farms in jeopardy throughout the nation and threatens critical nutrition programs, such as emergency food aid and programs that make fresh fruits and vegetables available to school children; now, therefore, be it

Resolved by the House of Representatives, That we urge Congress and the President of the United States to enact the 2013 Farm Bill as introduced in the United States Senate; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Agriculture.

IN NO EVENT SHALL A HEALTH CARE CORPORATION BE SUBJECT TO TAXATION BY THIS STATE OR ANY POLITICAL SUBDIVISION OF THIS STATE PRIOR TO JANUARY 1, 2014. NOTHING IN THIS ACT SHALL BE READ TO CONFER AN EXEMPTION FROM TAXATION ON A NONPROFIT MUTUAL DISABILITY INSURER WHICH HAS MERGED WITH A HEALTH CARE CORPORATION.”.

1. Amend page 15, line 5, by striking out “SENIOR CITIZENS” and inserting “MEDICARE-ELIGIBLE INDIVIDUALS”.

A bill to amend 1933 PA 167, entitled “General sales tax act,” by amending section 6a (MCL 205.56a), as amended by 2012 PA 509.

The Senate has passed the bill, ordered that it be given immediate effect and pursuant to Joint Rule 20, inserted the full title.

A bill to make appropriations for various state departments and agencies; the judicial branch, and the legislative branch for the fiscal years ending September 30, 2014; to provide anticipated appropriations for the fiscal year ending September 30, 2015; to provide a nonbinding schedule of programs; to provide for certain conditions on appropriations; to provide for the expenditure of the appropriations.
