HOUSE BILL No. 5201

     A bill to amend 1978 PA 368, entitled

 

"Public health code,"

 

(MCL 333.1101 to 333.25211) by adding section 2222.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 2222. (1) By January 1, 2015, the department shall

 

develop a model policy related to bedbug prevention, management,

 

and control for use by local units of government and local health

 

departments in this state. The department shall update the model

 

policy developed under this subsection as necessary. The department

 

shall include all of the following in the model policy developed

 

under this subsection:

 

     (a) Materials and information that are intended to increase

 

knowledge and awareness of the nuisance of bedbugs and the

 

prevention of bedbug infestations.

 

     (b) Materials and information that promote the use of best


 

management practices or options to eradicate bedbug infestations in

 

various facility types.

 

     (c) Methods to encourage the notification of the proper state

 

or local authorities about a known or possible bedbug infestation

 

so that efforts to determine the extent of the infestation and, if

 

necessary, steps to eradicate the infestation may begin.

 

     (d) Methods to properly transport, store, and dispose of

 

bedbug-infested materials.

 

     (e) Any other information the department determines

 

appropriate for the purposes of the model policy under this

 

section.

 

     (2) A local unit of government or a local health department

 

may adopt and implement for its use the model policy developed by

 

the department under subsection (1).

 

     (3) As used in this section, "bedbug" means an insect in the

 

genus Cimex and its eggs.

 

     Enacting section 1. This amendatory act does not take effect

 

unless all of the following bills of the 97th Legislature are

 

enacted into law:

 

     (a) Senate Bill No. ____ or House Bill No. 5200 (request no.

     (b) Senate Bill No. ____ or House Bill No. 5199 (request no.
