     A bill to amend 1986 PA 54, entitled

 

"Building officials and inspectors registration act,"

 

by amending section 11 (MCL 338.2311).

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 11. (1) Upon payment to the commission receipt of the fee

 

prescribed in section 13, the commission, without requiring an

 

examination, shall register and or reregister, without examination

 

applicants as a building official, inspector, or plan reviewer, an

 

applicant licensed or certified under the laws of other states

 

another state or by a national organizations having requirements

 

for certified or licensed building officials, inspectors, or plan

 

reviewers which organization as a building official, inspector, or

 

plan reviewer. However, the commission shall register or reregister

 

the applicant only if the commission determines that the licensing

 

or certification requirements of the other state or other national


 

organization are equivalent to the requirements of this state for

 

the purpose of establishing reciprocity privileges for building

 

officials, inspectors, and plan reviewers.

 

     (2) Subject to subsection (4), upon receipt of the fee

 

prescribed in section 13, the commission, without requiring an

 

examination, shall register or reregister as both a limited

 

mechanical inspector and a limited electrical inspector an

 

applicant certified by the national fire protection association or

 

the international code council as both a fire inspector I and a

 

fire plans examiner. The limited registration under this subsection

 

only authorizes the applicant to conduct plan reviews on fire

 

protection and fire detection and alarm systems.

 

     (3) Subject to subsection (4), upon receipt of the fee

 

prescribed in section 13, the commission, without requiring an

 

examination, shall register or reregister as both a limited

 

mechanical inspector and a limited electrical inspector an

 

applicant certified by the national fire protection association or

 

the international code council as a fire inspector II. The limited

 

registration under this subsection only authorizes the applicant to

 

inspect and approve fire protection and fire detection and alarm

 

systems.

 

     (4) Subsections (2) and (3) do not apply to an applicant

 

certified under standards adopted or amended by the national fire

 

protection association or the international code council after the

 

enactment date of the 2013 amendatory act that added this

 

subsection unless the commission promulgates a rule incorporating

 

the new or amended standards. The rule may incorporate the


 

standards by reference.
