ANGLE PARKING: STATE HIGHWAYS H.B. 5073:
FLOOR SUMMARY
House Bill 5073 (as reported without amendment)
Sponsor: Representative Peter Pettalia
House Committee: Transportation and Infrastructure
Senate Committee: Transportation
CONTENT
The bill would amend the Michigan Vehicle Code to allow a local authority by ordinance to permit angle parking on a State trunk line highway if it received authorization from the Michigan Department of Transportation.
Currently, a local authority may permit angle parking on a roadway, but not on a State trunk line highway.
In addition, the Code allows the Secretary of State to issue a windshield placard to a disabled person. If a disabled person or person transporting a disabled person has a placard, he or she is not liable for a violation with respect to parking, other than a violation of the Code. An original or renewal permanent windshield placard is valid for at least four years. Under the bill, a placard would be valid for not more than four years.

FISCAL IMPACT
The bill would have an indeterminate impact on the State and local units of government. Possible increased costs would depend on design requirements (additional width and other modification issues) for angle parking.
