--    Specify that a health facility or agency could not prohibit an employee from doing, or penalize an employee for doing, either of the activities permitted by the bill.

Specifically, the bill would allow an employee of a health facility or agency to do the following: a) inform an individual who was a patient of or a visitor to the health facility or agency that a child safety seat installed in that individual's vehicle might not be properly installed, and b) refer the individual to a child safety seat inspection program or to a child passenger safety technician who was certified by the National Child Passenger Certification Training Program.
