SUMMARY OF BILL
REPORTED FROM COMMITTEE
Senate Bill 1134 (as reported by the Committee of the Whole) (Senate-passed version)
Sponsor: Senator Judy K. Emmons
Committee: Families, Seniors and Human Services
CONTENT
The bill would amend the Public Health Code to allow an employee of a health facility or agency to do the following: a) inform an individual who was a patient of or a visitor to the health facility or agency that a child safety seat installed in that individual's vehicle might not be properly installed, and b) refer the individual to a child safety seat inspection program or to a child passenger safety technician who was certified by the National Child Passenger Certification Training Program.
A health facility or agency could not prohibit an employee from doing either of the activities described above, and it could not dismiss, sanction, or in any way penalize an employee for doing either of those activities.
The bill also provides that a child passenger safety technician who had been certified by the National Child Passenger Certification Training Program, who acted in good faith, and who acted within the scope of the training for which he or she was currently certified, would be immune from any civil liability or criminal penalty.
