COMMITTEE SUMMARY
Senate Bill 180 (as introduced 2-13-13)
CONTENT
The bill would amend the Public Health Code to include the administration of anesthesia by a nurse anesthetist in the definition of "practice of nursing".
The Code defines "practice of nursing" as the systematic application of substantial specialized knowledge and skill, derived from the biological, physical, and behavioral sciences, to the care, treatment, counsel, and health teaching of individuals who are experiencing changes in the normal health processes or who require assistance in the maintenance of health and the prevention or management of illness, injury, or disability.
Under the bill, "practice of nursing" also would include the administration of anesthesia by a registered professional nurse who holds a specialty certification as a nurse anesthetist described in Section 17210 of the Code. (Section 17210 allows the Board of Nursing to issue a specialty certification to a registered professional nurse who has advanced training beyond that required for initial licensure and who has demonstrated competency through examination or other evaluative processes, and who practices in one of the following health profession specialty fields: nurse midwifery, nurse anesthetist, or nurse practitioner.)
