“Dear God, let’s give our thoughts and prayers to the people who face incredible challenges each day. We have the enormous responsibility to represent all Michigan residents regardless of their income, social position or political stripes. We are all equal in the eyes of God and guaranteed equal treatment through our constitution. So let’s ask God to help us remember that. Let’s start by showing each other the respect we expect for ourselves. Let’s value all ideas and concepts that are given in sincere hopes of a stronger, better Michigan. Let’s learn to put aside our differences and work for the good of the people first and always. We are blessed in so many ways and thankful for a merciful God. We remain humble and thankful for the gifts we’ve been given. In God’s name, Amen.”

Rep. Hammel, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
I am voting no on HB 4109 and 4110 today for several reasons. First, this legislation is redundant and unnecessary. The Federal Partial Birth Abortion Act was signed into law in 2003 and it is currently a federal crime in Michigan to perform a partial birth abortion. Second, there were numerous amendments offered to this legislation, both in the committee process and here on the House floor, that would allow for an exception taking into account the health of the pregnant woman. The federal law, as well as this current legislation, does not allow a physician to consider a pregnant woman’s health in making this tough decision. Amendments allowing exceptions for instances of rape and incest were also discarded. Without these critical amendments, I cannot support this legislation. Finally, this legislation does nothing to promote job growth or increase economic activity in our state. The legislature’s primary focus should be getting people back to work and rebuilding our economy, not putting politics between a woman and her physician. I respectfully vote no on this legislation.”
Rep. Santana, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
Mr. Speaker,
Today I voted NO to House Bills 4109 and 4110 because these bills in my opinion were politically motivated by Special Interest groups in Lansing.”
Rep. Cavanagh, having reserved the right to explain his protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
House Bill 4109 and 4110 represent all that is wrong with our political system. Instead of working on legislation to bring jobs back to our state, diversify our economy, promote public safety or improve the quality of life in our communities, we are wasting time enacting legislation that duplicates existing federal law so that House Republicans can have talking points come next election cycle. Michigan residents are sick of divisive partisan politics and sent us all to Lansing to reinvent our state, not to rehash decades old debates for political purposes. Partial birth abortion is a horrific procedure, but it is already against federal law. The Bills passed today actually conflict with current State statutes, and its’ penalties are less than those currently on the books.”
