A joint resolution proposing an amendment to the state
constitution of 1963, by adding section 28 to article I, to create
a right to collective bargaining.
Resolved by the Senate and House of Representatives of the
state of Michigan, That the following amendment to the state
constitution of 1963, to create a right to collective bargaining,
is proposed, agreed to, and submitted to the people of the state:
ARTICLE I
Sec. 28. (1) Employees shall have the right of self-
organization, to form, join, or assist labor organizations, to
bargain collectively through representatives of their own choosing,
and to engage in concerted activities, for the purpose of
collective bargaining or other mutual aid or protection.
(2) The legislature shall pass no law that interferes with, or
permits an employer to interfere with, restrain, coerce, or
discriminate against, employees in their exercise of the rights
guaranteed under this section.
Resolved further, That the foregoing amendment shall be
submitted to the people of the state at the next general election
in the manner provided by law.
