     A bill to amend 1986 PA 268, entitled

 

"Legislative council act,"

 

by amending section 1702 (MCL 4.1702), as added by 1987 PA 123.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1702. (1) The Michigan capitol committee shall advise and

 

make recommendations to the governor, the senate majority leader,

 

and the speaker of the house of representatives Michigan capitol

 

state park commission regarding the restoration and preservation of

 

the state capitol building and the management, operation,

 

development, construction, renovation, maintenance, and repair of

 

the state capitol building and the grounds of the Michigan capitol

 

state park. Such recommendations Recommendations under this

 

subsection shall take effect 15 days after the submission to the

 

governor, senate majority leader and speaker of the house of

 


representatives Michigan capitol state park commission unless

 

rejected in writing by the governor, senate majority leader or

 

speaker of the house of representatives Michigan capitol state park

 

commission.

 

     (2) In carrying out the powers and duties prescribed under

 

subsection (1), the Michigan capitol committee shall do all of the

 

following:

 

     (a) Develop and recommend written procedures for the operation

 

of the Michigan capitol committee.

 

     (b) Make recommendations to the governor, the majority leader

 

of the senate, and the speaker of the house of representatives

 

Michigan capitol state park commission regarding the implementation

 

of all permanent physical changes to be made in or on the capitol

 

building and all physical changes to be made on the grounds of the

 

capitol building Michigan capitol state park.

 

     (c) Make recommendations to the governor, the majority leader

 

of the senate, and the speaker of the house of representatives

 

Michigan capitol state park commission regarding the implementation

 

of a state capitol building master plan.

 

     (d) Make recommendations to the governor, the majority leader

 

of the senate, and the speaker of the house of representatives

 

Michigan capitol state park commission regarding public and private

 

financial support for the development, construction, renovation,

 

and preservation of the capitol building and the grounds of the

 

Michigan capitol state park.

 

     (e) Make recommendations to the governor, the majority leader

 

of the senate, and the speaker of the house of representatives

 


Michigan capitol state park commission regarding the selection,

 

design, and placement of statues, memorials, trees, and plants on

 

the grounds of the capitol building Michigan capitol state park.

 

     (3) The Michigan capitol committee shall have powers which

 

that are necessary or appropriate to perform the duties and

 

exercise the powers prescribed under this chapter and which that

 

are not otherwise prohibited by law, including both of the

 

following:

 

     (a) Contracting with the department of technology, management,

 

and budget or any other public or private entity.

 

     (b) Appointing advisory committees when it considers advisory

 

committees beneficial to performing its responsibilities under this

 

act.

 

     (4) The In making recommendations under subsection (2), the

 

Michigan capitol committee shall maintain current labor and trades

 

and safety and regulatory classifications for performing duties on

 

the capitol premises. shall be maintained.

 

     (5) The Michigan capitol committee shall not have authority

 

nor exercise control over the internal decisions of the senate or

 

the house of representatives as they relate to the allocation of

 

space in the capitol building or the capitol building parking lot,

 

and on the grounds, including legislative or staff offices. All

 

decisions concerning such space in the capitol building and the

 

capitol building parking lot shall be made according to the rules

 

or practices of the respective bodies senate and the house of

 

representatives.

 

     (6) As used in this section: , "grounds" means the property

 


upon which the state capitol building is situated, bordered on the

 

north by Ottawa street; on the east by Capitol avenue; on the south

 

by Allegan street; and on the west by Walnut street.

 

     (a) "Michigan capitol state park" means the Michigan capitol

 

state park established in section 74127 of the natural resources

 

and environmental protection act, 1994 PA 451, MCL 324.74127.

 

     (b) "Michigan capitol state park commission" means the

 

Michigan capitol state park commission established in section 74128

 

of the natural resources and environmental protection act, 1994 PA

 

451, MCL 324.74128.

 

     Enacting section 1. This amendatory act does not take effect

 

unless all of the following bills of the 96th Legislature are

 

enacted into law:

 

     (a) Senate Bill No. ____ or House Bill No. 5955(request no.
