     A bill to authorize a program that rewards state employees for

 

economies in state spending; and to prescribe the powers and duties

 

of certain state departments and agencies.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1. This act shall be known and may be cited as the

 

"efficient spending rewards act".

 

     Sec. 2. As used in this act:

 

     (a) "Amount appropriated" means a line-item appropriation.

 

     (b) "Employee" means an employee of the executive branch of

 

state government.

 

     Sec. 3. (1) The civil service commission may establish by rule

 

and administer a program to encourage efficient and economical use

 

of state funds, in which 30% of savings, calculated as the

 

difference between the amount appropriated for particular purposes


 

and the amount actually spent in the fiscal period, is distributed

 

to the employees in the administering agency.

 

     (2) The amount of the savings distributed to each employee in

 

the administering agency shall be calculated and allocated using a

 

point system. Points shall be assigned to each employee equal to

 

the number of the employee's civil service classification grade or

 

the equivalent classification grade for an unclassified employee

 

plus the employee's number of years of service. The total number of

 

points for all employees in the administering agency shall be

 

divided into 30% of the total agency savings to determine the

 

dollars distributed per point per employee.
