A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
(MCL 324.101 to 324.90106) by adding section 514.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 514. Notwithstanding any other provision of this act,
beginning on the effective date of the amendatory act that added
this section, the department shall not promulgate any rules under
this act unless the department has conducted a cost/benefit
analysis and a fiscal analysis of the impact of the proposed rules
on persons affected by the proposed rules. The department shall
provide a copy of each cost/benefit analysis and fiscal analysis
prepared under this section to members of the legislature.
