SUBSTITUTE FOR

HOUSE BILL NO. 5033

A bill to amend 1939 PA 280, entitled

"The social welfare act,"

(MCL 400.1 to 400.119b) by adding sections 57v and 57w.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

Sec. 57v. Money received from lottery winnings or other

gambling winnings shall be included when determining financial

eligibility for food assistance or the family independence program

under this act as follows:

(a) If received as a lump-sum payment, lottery winnings and

other gambling winnings shall be counted as assets.

(b) If received in installment payments, lottery winnings and

other gambling winnings shall be counted as unearned income.
