SUBSTITUTE FOR

HOUSE BILL NO. 4724

     A bill to amend 1939 PA 280, entitled

"The social welfare act,"

(MCL 400.1 to 400.119b) by adding section 14l.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

     Sec. 14l. (1) A recipient shall not be charged for the

replacement cost of an electronic benefits transfer card the first

time the card is replaced. A recipient is responsible for payment

of the actual replacement cost and administrative cost of the

electronic benefits transfer card for each subsequent time the card

is replaced.

     (2) The payment required under subsection (1) shall be

deducted from the recipient's benefits.
