CONTENT
Senate Joint Resolution E proposes an amendment to the State Constitution that would require that all general State appropriation bills be presented to the Governor on or before July 1 of each year. If the Legislature failed to present all general appropriation bills for the succeeding fiscal period to the Governor by July 1, then each legislator would forfeit his or her salary for each day after July 1 that all general appropriation bills had not been presented.
FISCAL IMPACT
The joint resolution would have minimal impact on the State and no impact on local units of government. The annual salary of each State legislator is $71,685, which equates to $196.39 per day. To the extent that the appropriation bills were not presented to the Governor in a timely manner, there would be a reduction in State spending of approximately $29,100 per day.
