CONTENT

 

The bill would amend Public Act 51 of 1951, the Michigan Transportation Fund law, to do the following:

 

 --    Include a regional transit authority among the authorities to which Comprehensive Transportation Fund (CTF) money must be distributed.

 --    Require the regional transit authority to apply for, receive, and disburse funds for each eligible authority and governmental agency within the public transit region under the Regional Transit Authority Act (which is proposed by Senate Bill 443).

 --    Include references to the authority organized under the Regional Transit Authority Act in provisions regarding distributions of CTF grants, the auditing of financial transactions and accounts related to CTF distributions, and the issuance of notes in anticipation of payment of CTF proceeds.

 --    Include the county board of commissioners in the definition of "county road commission", if the board of county road commissioners had been dissolved.

 

The bill is tie-barred to Senate Bill 909.  Senate Bill 909 (S-3) would create the "Southeast Michigan Regional Transit Authority Act" to establish an authority for the coordination of public transit within a region consisting of Wayne, Oakland, Macomb, and Washtenaw Counties.  The proposed authority would be the designated recipient for purposes of applying for Federal and State operating and capital assistance grants, and could designate city and county authorities as subrecipients.

FISCAL IMPACT

 

The bill would have no fiscal impact on State or local government.  The Department of Transportation anticipates that the distribution of funds would continue to the same local units as under current law.
