CONTENT
Senate Bill 450 would amend Part 111 (Hazardous Waste Management) of the Natural Resources and Environmental Protection Act to expand the allowable uses of the Waste Reduction Fund. Under the bill, the Department of Environmental Quality (DEQ) would be allowed to spend revenue credited to the Fund, upon appropriation, to fund the Permit to Install Program in the DEQ Air Quality Division.

FISCAL IMPACT
The FY 2011-12 DEQ budget makes a $1.2 million appropriation fund shift in the Air Quality Division, removing GF/GP revenue and replacing it with revenue from the Waste Reduction Fund. The changes made in this bill are necessary if the DEQ is to spend this appropriation. Funding involved in this transfer would be used to support the Permit to Install Program. Total funding for the Air Quality Division for FY 2011-12 as enacted by the Legislature is $25.5 million, of which approximately $7.0 million will support the Permit to Install Program.
