PLEDGE OF ALLEGIANCE RECITATION H.B. 4934 (H-3):
FLOOR SUMMARY
House Bill 4934 (Substitute H-3 as passed by the House)
Sponsor: Representative Kevin Cotter
CONTENT
The bill would amend the Revised School Code to require the board of a school district or intermediate school district (ISD), or board of directors of a public school academy (PSA) to ensure that an opportunity to recite the Pledge of Allegiance to the Flag of the United States was offered each school day to all public school pupils in each public school it operated, beginning with the 2013-2014 school year.
The board, along with the school administrator in charge of a school building, would be required to ensure that a pupil was not subject to any penalty or bullying at school as a result of not reciting the Pledge of Allegiance.
The bill also would provide that a pupil could not be compelled, against the pupil's objections or those of the pupil's parent or legal guardian, to recite the Pledge of Allegiance.
The bill is tie-barred to Senate Bill 637. (As passed by the House, Senate Bill 637 (H-2) would amend the Revised School Code to require each school board to ensure that a United States flag was displayed in each classroom or other instructional site where pupils recite the Pledge of Allegiance.)
FISCAL IMPACT
The bill would have no fiscal impact on State or local government.
