CONTENT
The bill would amend the Home Rule City Act to lower the population threshold for a city to finance certain services by special assessment.
Under the Act, whether or not authorized by its charter, a city with a population of more than 750,000 may provide by ordinance a procedure to finance snow removal from streets, mosquito abatement, and security services by private contractors through special assessments. Under the bill, that provision would apply to a city with a population of more than 600,000.
