CONTENT
The bill would amend the Management and Budget Act to require the Department of Technology, Management, and Budget (DTMB) to do the following:
-- Direct all State agencies to report expenditures of State funds.
-- Develop and operate a searchable website providing free public access to the reported information.
The bill would define "expenditure of state funds" as the expenditure of all appropriated or nonappropriated funds by a State agency, including State purchases, contracts and subcontracts, and grants.
Specifically, the DTMB would have to issue directives requiring all State agencies to give the Department the following information regarding the expenditure of State funds:
-- The name and principal location of the entity receiving the funds.
-- The amount of State funds.
-- The type of transaction.
-- The funding State agency.
-- The budget source of the funds.
-- A descriptive purpose of the funding action or expenditure.
-- Any other information required by the DTMB.
The Department would have to develop and operate a searchable website accessible by the public at no cost to obtain the information provided by the State agencies.
Nothing in the bill would require disclosure of information made confidential by State or Federal law.

FISCAL IMPACT
According to the Department, there would be little or no added costs from the provisions of the bill. The Department already maintains a public website; thus, the infrastructure is already in place to comply with the bill.
