A SUMMARY OF HOUSE BILLS 4068 AND 4069 AS INTRODUCED 1-13-11
House Bill 4068 would amend the Acknowledgement of Parentage Act to specify that within one day after a request from an attorney-at-law, a court clerk, or from an employee of a court clerk, the state registrar would have to provide a copy of an acknowledgment of parentage that had been filed in the parentage registry or a statement that the requested acknowledgement is not in the parentage registry. The registrar would be required to provide a copy or statement by facsimile communication equipment. A request from an attorney-at-law, court clerk, or employee of a court clerk for the registrar to provide an acknowledgement could be made to the registrar by phone, mail or facsimile communication equipment. The registrar would not be entitled to a fee for providing the requested copy or statement.
House Bill 4069 would amend the Public Health Code to specify that upon written request, the state registrar or local registrar would have to issue a certified copy of a live birth record, an affidavit of parentage filed after June 1, 1997, or a record of stillbirth filed after June 1, 2003, without the payment of a fee to (1) a court of competent jurisdiction or (2) an attorney-at-law, court clerk, or employee of a court clerk who requests the record under the Acknowledgement of Parentage act.
