Reverend Cary M. Richert of Lutheran Church of the Redeemer of Birmingham offered the following invocation:

In the name of God the Father, the Son, and the Holy Spirit. Amen. O God, as a gift of Your grace, You have given mankind the estate of earthly government, by which You maintain order in Your creation, provide for and protect citizens of this state, and foster peace among its citizens.

Bless the men and women who have been elected to the office of Senator by the people of Michigan. Grant that they and those who assist them may be given to rule and govern this beautiful, water-caressed state with wisdom, discernment, understanding, and compassion. Enlighten them to do what is good and right in Your eyes, for only then will it also serve the common welfare of the citizens of Michigan.

Give a courageous spirit of determination and good judgment to these Senators, that they may rule peaceably, provide well, and maintain in this state a spirit that inspires people to truthful education, honest and hardworking industry, sacrificial service to others, intentional care of the beautiful environment Your hands have made, and a deep respect for life—including that of unborn children.

Lord God, bring peace and an end to all hatred among people of the earth. Protect the men and women of our nation’s armed forces as they courageously place themselves in harm’s way. Teach us, O Lord, that the freedom we enjoy in this nation and state asks of us personal responsibility. Grant that all citizens would respect the laws, exercise their privilege to vote, pray regularly for those who are elected, and help their neighbor, especially in times of need.

Grant a special measure of wisdom and good judgment to the members of this Senate, the House of Representatives, the Governor and Lieutenant Governor, the judges, and all others who serve the people of the state of Michigan. Bless the Honorable Governor Rick Snyder and his staff as they prepare the upcoming State of the State address.

For these and all unspoken petitions, we humble ourselves before You. Hear us for the sake of Jesus Christ, whose holy, precious blood set us free from bondage to sin and death and in whose saving name we pray. Amen.

The President, Lieutenant Governor Calley, led the members of the Senate in recital of the Pledge of Allegiance.

A bill to make, supplement, and adjust appropriations for the department of human services for the fiscal year ending September 30, 2012; and to provide for the expenditure of the appropriations.

Senator Schuitmaker offered the following resolution:

Senate Resolution No. 107.

A resolution to memorialize the Congress of the United States to enact legislation to permit the televising of United States Supreme Court proceedings.

Whereas, Openness in government is an important contributor to the trust the public develops in the institutions that ultimately touch all our lives. While this has always been true, emerging technologies have increased expectations. People feel they should have to access to more information and the process of shaping public policy. In recent years, televised broadcasts of the meetings of city councils and legislative bodies at all levels have become commonplace; and

Whereas, One notable exception to the trend of more public access to key entities of government is the work undertaken by the highest court in the land. The United States Supreme Court does not permit the televising of its proceedings. The public’s inability to see the court in action is most frustrating when there are high-profile cases that are the subject of widespread public interest, as with the upcoming review of key elements of the health care reform law; and

Whereas, Public trust in our institutions of government is of the utmost importance to our system of self-government. Legislation has been introduced in the 112th Congress that would permit the United States Supreme Court to televise its proceedings and provide for exceptions. Enacting such a measure would be beneficial and would increase understanding of this fundamental component of our three branches of government; now, therefore, be it

Resolved by the Senate, That we memorialize the Congress of the United States to enact legislation to permit the televising of United States Supreme Court proceedings; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,

Senator Meekhof moved that the rule be suspended.

The motion prevailed, a majority of the members serving voting therefor.

The question being on the adoption of the resolution,
