House Resolution No. 133.

A resolution to declare September 2011 as Preparedness Month in the state of Michigan.

Whereas, This September marks the 10th anniversary of the tragic events of September 11, 2001, which united our country and illuminated the need to prepare for and respond to all types of emergencies, including natural disasters and potential terrorist attacks; and

Whereas, Preparedness is a shared responsibility. Individuals, families, businesses, and communities must collaborate to prepare for emergencies of all kinds; and

Whereas, September serves as a month to educate and empower Americans to develop emergency action plans at home, in the workplace, and in the community; and

Whereas, It’s important to learn what kinds of disasters, both natural and man-made, are most likely to occur in the area, how notifications and warnings will be communicated, and the community’s plans for warning and evacuation; and

Whereas, An emergency supply kit may save lives in the event of an emergency, and should contain: a three-day supply of non-perishable food, water for drinking and sanitation, battery-powered radio, flashlight, first aid kit, whistle, dust mask, can opener, local maps, prescription medications, cash or traveler’s checks, important documents, change of clothing, fire extinguisher, matches, and mess kits; and

Whereas, Families are encouraged to develop and regularly review a family emergency plan to determine how to contact one another, how to get back together, and what to do in different situations; and

Whereas, Employers should develop a plan in case employees cannot go home and make sure appropriate supplies are on hand; and

Whereas, Michigan has weathered many hardships, but in times of need, Michiganders have always pulled together to help our neighbors prepare for, respond to, and recover from extraordinary challenges; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare September 2011 as Preparedness Month in the state of Michigan. We recognize and honor the achievements of our first responders and emergency personnel and encourage all citizens to educate and prepare themselves for emergencies of all kinds.

Rep. Tlaib, having reserved the right to explain her protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

I voted no on Senate Bill 522 because it exposes and gives access to private information to non-law enforcement employees and departments. The bill will permit the access and usage of the law enforcement information network (LEIN), the automated fingerprint information system, and other databases with private information. I believe the bill violates privacy rights and laws.

The bill would also deny public assistance to individuals who have an outstanding warrant, not a conviction. This will wrongfully deny access to essential human services when the individual may have not committed the crime they were charged with, thus creating a slippery slope and exposing our state to lawsuits. We must allow our criminal justice process to be exhausted before prohibiting access to services.”

I voted no on House Bill 4915 because it eliminates a provision requiring a biennial audit of the renewable operating permit program by the Auditor General, including a recommendation regarding the sufficiency of the fees required to meet the minimum requirements of the federal Clean Air Act. This provision allows for the protection of the people of Michigan by ensuring the full implementation of the Clean Air Act, thus I could not support the bill.”

Rep. Stamas moved to reconsider the vote by which the House passed the bill.
