“Our Father in Heaven, We’re thankful for the opportunity we have to meet today as fellow servants of the people of Michigan.
We are thankful for this beautiful state and the free country we have to live in.
We are thankful for those who have fought and continue to fight to keep us free. Those who labor to protect our families, our country and our right to worship Thee according to our own beliefs. Please bless them and their families with strength, health, safety and Thy continued guidance and care.
Bless those who morn, that they will be comforted.
We are thankful for Thy bounty of this great land and ask a blessing on all who work so diligently to provide food and fiber for all.
Please bless us and all those who labor to serve Thee and Thy people in Michigan and throughout this great country with discernment and wisdom. Help the people of this country and this body to make the decisions needed, in a timely manner, to help facilitate peace and prosperity for all our citizens.

Motions and Resolutions
Reps. Townsend, Barnett, Brown, Darany, Heise, Liss and Poleski offered the following resolution:
House Resolution No. 56.
A resolution to declare April 2011 as Multiple Birth Awareness Month in the state of Michigan.
Whereas, The National Organization of Mothers of Twins Clubs, Inc., Twins Magazine and the Fetal Hope Foundation have joined with local organizations to establish and celebrate April as National Multiple Birth Awareness Month; and
Whereas, Multiple births have been on the rise over the past decades. The number of live births in twin deliveries rose 70% between 1980 and 2004 and since has remained fairly stable. In 2007 there were 138,961 twin births, a slight increase over 2006. There were also 5,967 triplets, 369 quadruplets and 91 higher order multiples born in 2007 nationwide; and
Whereas, With the increase in multiple births, there is an increased risk for the mothers and babies. Nationally, one out of every 8 twins and one of every 3 triplets are born very preterm, compared with fewer than 2 of every 100 single births. Death during infancy is 4 times more common for twins than singletons; and
Whereas, This month will be used to spread awareness about the issues that families of multiple births face, including, what to know when expecting multiples, Twin-to-Twin Transfusion Syndromes and other fetal issues directly affecting multiple birth pregnancies, premature births, and low birth weights, multiples with special needs, the exceptional physical and bonding demands placed on parents, and the separation of multiples in classrooms; and
Whereas, There are many local support groups for parents of multiples. The Michigan Organization of Mothers of Twins Club was founded in 1964 and has many local clubs throughout the state for parents or expectant parents to get involved. Many of these clubs are planning events throughout their communities during this month to celebrate their families, increase participation and help out other families in need; and
Whereas, By raising awareness of multiple births, this month also encourages parents of multiples or who are expecting multiples to seek out the resources and support found with local mothers of twins clubs, through their prenatal care provider, pediatrician, local hospital, the Michigan Organization of Mothers of Twins Clubs, or friends and family. These clubs are established to serve parents or guardians of multiple birth children through education, research and fellowship: and
Whereas, We join with the many parents of multiples to celebrate the joys and challenges they face in raising their twins, triplets or more and support efforts to educate our communities about the needs and challenges of multiple birth children; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare April 2011 as Multiple Birth Awareness Month in the state of Michigan.

House Resolution No. 57.
A resolution to urge the Secretary of the United States Department of Health and Human Services to continue the Perinatology Research Branch facility in Detroit, Michigan.
Whereas, In 1999, the National Institutes of Health (NIH) awarded a 10-year contract to house the Perinatology Research Branch (PRB) at Wayne State University. The mission of the PRB is to conduct clinical and basic research in perinatal medicine with the goal of developing diagnostic, therapeutic, and preventive strategies to improve pregnancy outcome. In addition, the mission also includes the training of physicians and scientists whose aim is to improve the healthcare of pregnant women and their unborn children; and
Whereas, The PRB has been transformational in the delivery of obstetrics care in the city of Detroit and state of Michigan. Over 15,000 pregnant women, mostly from indigent households, have received world-class care as a result of the PRB and its clinical partnership with Wayne State University. Housed in the city of Detroit, the PRB provides a racially and ethnically diverse patient population a unique and critical set of clinical access points; and
Whereas, The city of Detroit, the state of Michigan, the Detroit Medical Center, and Wayne State University have made significant investments in infrastructure to properly house the PRB at no cost to the NIH. These entities understand the value of the services the PRB brings to the region; and
Whereas, The PRB has had a tremendous economic impact on Detroit and the state of Michigan. The PRB employs over 120 individuals, mostly in high paying research and clinical positions. The PRB has also brought 150 indirect jobs due to the collaboration with Wayne State University. In addition to the jobs, the PRB has brought with it more than $200 million in federal research funds to our state over the past 10 years; and
Whereas, During the last decade, the Detroit-based PRB has had an impressive list of research accomplishments, which were made possible because of the unique resources our region has provided to the facility. The PRB has been able to collaborate with the Wayne State University School of Medicine, which is regarded as one of the top urban health research centers and an institution with a high level of expertise in obstetrics and gynecological research; now, therefore, be it
Resolved by the House of Representatives, That we urge the Secretary of the United States Department of Health and Human Services to continue the Perinatology Research Branch (PRB) facility in Detroit, Michigan; and be it further
Resolved, That copies of this resolution be transmitted to the Secretary of the United States Department of Health and Human Services and to Wayne State University.

House Resolution No. 58.
A resolution to declare April 2011 as Student Athlete Cardiac Awareness Month in the state of Michigan.
Whereas, Michigan has lost at least 47 students to sudden cardiac arrest and related causes since December 1999. The most recent incident occurred on March 3, 2011, when Fennville High School star basketball player Wes Leonard collapsed shortly after scoring the winning basket in overtime; and
Whereas, One of those students lost was 15-year-old Kimberly Anne Gillary, who suffered a sudden cardiac arrest in a high school water polo game on April 1, 2000; and
Whereas, The Gillary family founded the Kimberly Anne Gillary Foundation in April 2000 in Kimberly’s memory to donate automated external defibrillators (AEDs) to Michigan high schools and to advocate cardiac screening and testing of all Michigan high school student athletes; and
Whereas, As of March 1, 2011, the Kimberly Anne Gillary Foundation has raised more than $1.12 million and has donated more than 550 AEDs to Michigan high schools; and
Whereas, There have been at least two lives saved using AEDs donated by the Kimberly Anne Gillary Foundation. On October 24, 2007, the life of 17-year-old Ashley Palmer was saved at Davison High School due to the quick thinking and training of Davison High School staff members. On April 22, 2009, 67-year-old Larry Ratkowski, while a spectator at a Hamilton High School baseball game, was saved due to the quick thinking and training of the principal, the athletic trainer, one of the students, and a deputy sheriff; and
Whereas, In large part, as a result of the efforts of the Kimberly Anne Gillary Foundation, approximately 75 percent of the high schools in Michigan now have at least one AED, and staff members are trained in CPR and the use of an AED. There is an increased awareness of the importance of more effective pre-participation cardiac screening of our high school student athletes and having AEDs readily accessible in our Michigan high schools; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare April 2011 as Student Athlete Cardiac Awareness Month in the state of Michigan; and be it further
Resolved, That the people of the state of Michigan are encouraged to become more aware of the importance of improved pre-participation screening of our student athletes and the preparedness of our citizenry and public employees to respond to the sudden cardiac arrest of our sons and daughters while entrusted to our public schools in the course of their education; and be it further
Resolved, That the State Board of Education be urged to include provisions in policies and regulations for AED training in student health education courses and for regular AED drills, so that students and staff will be better prepared to use AEDs to save lives in schools and other public places; and be it further
Resolved, That the State Board of Education is recommended to advise schools to facilitate the education of students and their families to identify situations where students may be at risk; and be it further
Resolved, That copies of this resolution be transmitted to the Kimberly Anne Gillary Foundation and the State Board of Education as a symbol of our support.
