Reps. Agema, Genetski, Crawford, Barnett, Brown, Durhal, Haines, Hooker, Huuki, LeBlanc and Tyler offered the following resolution:
House Resolution No. 277.
A resolution to declare May 31, 2012, as Community Action Agency Day in the state of Michigan.
Whereas, Community action agencies were created when the Economic Opportunity Act of 1964 was signed into law as part of President Lyndon Johnson’s War on Poverty; and
Whereas, The month of May has been designated by the United States Congress as National Community Action Month; and
Whereas, Michigan’s 29 Community Action Agencies are the only community-based organizations providing full wrap around, locally directed services in all 83 counties in the state; and
Whereas, Community action agencies in Michigan provide services or links to services to more than 600,000 Michigan residents every year; and
Whereas, Michigan’s community action agencies assist nearly 300,000 families statewide by providing a variety of services such as early childhood development, senior services, affordable housing, food assistance, and energy assistance programs among others; and
Whereas, Community action agencies, in cooperation with the Michigan Department of Human Services, have successfully administered more than $200 million in federal ARRA Weatherization Assistance Program funds which supported energy efficiency improvements in 30,000 Michigan homes since 2009; and
Whereas, Community action agencies in Michigan serve as catalysts for innovative partnerships with such examples as the Jackson Health Clinic, which has reduced infant mortality rates countywide, and the installation of alternative energy equipment energy efficiency upgrades in Muskegon County homeless shelters, and many more; and
Whereas, Michigan’s community action agencies have leveraged their federal allocation of the Community Services Block Grant and other federal, state, local, and private sources of funding to create more than $460,300,000.00 in economic activity statewide; and
Whereas, Citizens with limited income continue to need opportunities to improve their lives and their living conditions, thus ensuring that all citizens are able to live in dignity; and
Whereas, Michigan and the entire United States must continue to promote economic security by providing support and opportunities for all citizens in need of assistance; now therefore be it
Resolved by the House of Representatives, That the members of this legislative body declare May 31, 2012, as Community Action Agency Day in the state of Michigan; and be it further
Resolved, That a copy of this resolution be transmitted to the Michigan Community Action Agency Association.

House Resolution No. 278.
A resolution to memorialize Congress to enact legislation to make participation in the American Community Survey voluntary.
Whereas, The U.S. Census Bureau has developed the American Community Survey as a replacement for the long-form decennial census questionnaire. This survey, which is mailed to addresses selected randomly, gathers a wide range of information. These questions seek information on how people live and work; the individual’s financial situation, accounts, and mortgages; the relationships of persons living at the address; languages spoken in the home; the health, education levels, and marital status of residents; and the condition of the residence itself; and
Whereas, The information gathered through the American Community Survey is used for planning purposes by communities. Anyone receiving this survey is informed that a full response is mandatory and that noncompliance will result in heavy fines; and
Whereas, Although answers to the survey are to be held in strict confidence, there are many people who are uncomfortable with sharing the detailed information requested. In an age in which people must be wary of the potential misuse of personal information, the American Community Survey is considered by some to be a significant invasion of privacy and is a source of great concern; and
Whereas, There is legislation pending in Congress (H.R. 931) that would make participation in the American Community Survey voluntary, except for the most basic information. This legislation recognizes the importance of privacy, while allowing the program to continue on a voluntary basis; now, therefore, be it
Resolved by the House of Representatives, That we memorialize Congress to enact legislation to make participation in the American Community Survey voluntary; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A bill to require public employers to submit information concerning highly compensated public employees and severance packages for public employees to the state; to require electronic posting of compensation information; and to require duties of certain state departments and agencies.

Senate Bill No. 557, entitled
A bill to provide procedures to determine the paternity of children in certain circumstances; to allow acknowledgments, determinations, and judgments relating to paternity to be set aside in certain circumstances; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide remedies.
The bill was read a second time.
Rep. Walsh moved to amend the bill as follows:
1. Amend page 9, line 3, after “state” by inserting “or if an action under section 2(b) of chapter XIIA of the probate code of 1939, 1939 PA 288, MCL 712A.2, is pending in a circuit court of this state”.
2. Amend page 9, line 21, after “finds” by striking out “by clear and convincing”.
3. Amend page 12, following line 19, by inserting:
“(15) An action may not be brought under this act if the child is under court jurisdiction under chapter XIIA of the probate code of 1939, 1939 PA 288, MCL 712A.1 to 712A.32, and a petition has been filed to terminate the parental rights to the child, unless the court having jurisdiction under chapter XIIA of the probate code of 1939, 1939 PA 288, MCL 712A.1 to 712A.32, first finds that allowing an action under this act would be in the best interests of the child.”.
The motion prevailed and the amendments were adopted, a majority of the members serving voting therefor.

1. Amend page 6, line 3, after “in” by striking out “a divorce action” and inserting “an action for divorce or separate maintenance”.

Explanation of “No” Votes
Rep. Lipton, having reserved the right to explain her nay vote pertaining to House Bill No. 4992, made the following statement:
“Mr. Speaker and members of the House:
When House Bill 4992 passed the House, the bill only dealt with one issue- removing ballot instruction from the ballot and placing it elsewhere. Today, this bill comes back to us from the Senate in a very different form and it is now a Christmas tree elections bill providing special treatment for one political party and changing laws which they find inconvenient to follow. First, the bill makes an unnecessary change to the dates political parties are allowed to hold their nominating state conventions. The only interested party to appear in support of the bill in committee—the Michigan Republican Party—should have known the timing as it currently exists in law and planned appropriately. They could have simply moved back the commencement of their convention by one day in order to avoid the problem. Instead, they are choosing to change a state law. Second, the House Majority are changing the way candidates appear on the ballot to allow nicknames. At a time when the legislature should be focused on passing legislation that creates jobs, restores education funding and provides for a fair tax policy, we are instead passing unnecessary legislation regarding state conventions and using nicknames on the ballot to lessen any inconvenience for one political party.”
