“Father God we thank You today for the blessings upon our nation, our state and its people. According to Your word, we offer prayers, petitions and thanksgivings, be made on behalf of all men, for kings and all who are in authority, so that we may lead a tranquil and quiet life in all godliness and dignity. Therefore, we ask that You would give unity to this body of leaders. Although at times, they may not see eye to eye, let them walk hand in hand for the greater good for the residents of Michigan.
We ask that You be with this great state and that You would continue to guide our leaders gathered today in this House. Your word declares if any of you lacks wisdom, let him ask of God, Who gives to all generously and without reproach, and it will be given to him.
Lord in Your name, we ask that You would bless each one of the representatives, their spouses and their children. We pray that You would give continued health to their bodies and give them a sound mind and the ability to make wise decisions, and prosperity to whatever they put their hands to.
May they follow Your leading in all that they do in this House. As a result of their obedient decisions, may this state be a model to our nation of God’s peace, prosperity and purpose. May all of the successes they achieve not be to the glory of man, but to the glory of God.
We ask these things in the name of Jesus Christ. Amen.”

House Concurrent Resolution No. 46.
A concurrent resolution to memorialize Congress to reconsider cuts to vocational education.
Whereas, Vocational education consists of industry-focused teachings, tailored to teach students the skills and knowledge needed to be successful in a specified industry. Companies depend on workers with expertise, and many require an advanced certification in a specified field, creating a large job market for individuals with these qualifications; and
Whereas, In a tough and unstable economy, many students cannot afford to attend a four-year university. Vocational education provides an alternative form of education that allows workers to enter the work force directly and succeed. The Georgetown Center for Education and the Workforce has projected that U.S. employers will have 47 million job openings between 2010 and 2018, 14 million of which will require an associate’s degree or a vocational education certificate, rather than a bachelor’s degree; and
Whereas, Federal funding for vocational education has been cut by $140 million this year and has been proposed to be cut an additional 20 percent within the next year. These cuts have depleted a thriving job market for those who obtain skills from vocational education, young people seeking careers and experienced workers pursuing new fields. Many technical jobs, which require two years of college or advanced certification, will go unfilled if the highly skilled workforce is further diminished by funding cuts; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That we memorialize Congress to reconsider cuts to vocational education; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Concurrent Resolution No. 47.
A concurrent resolution to memorialize the Congress and the President of the United States to repeal the provisions within the recently signed National Defense Authorization Act that allow the detention without trial of U.S. citizens suspected of being terrorists.
Whereas, The recently enacted National Defense Authorization Act (NDAA) includes provisions that have raised serious concerns across our country. While this legislation outlines the budget and expenditures of the Department of Defense for the 2012 Fiscal Year, it also extends sweeping powers that threaten the constitutionally established liberties of American citizens; and
Whereas, The National Defense Authorization Act effectively expands the powers granted by the PATRIOT Act. The legislation expands the use of the military on domestic soil, blurring the role of the military in law enforcement. Most troubling, the measure provides for the option of indefinite military detention of American citizens in this country without trial; and
Whereas, There is no doubt that the challenge of dealing with the ever-present threat of terrorism presents unpleasant and vexing choices for our society. However, it is imperative that our fundamental values be preserved as precious rights enjoyed by citizens in our free nation. Clearly, we must be careful not to curtail our own liberties to a degree that terrorists themselves would applaud; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That we memorialize the Congress and the President of the United States to repeal the provisions within the recently signed National Defense Authorization Act that allow the detention without trial of U.S. citizens suspected of being terrorists; and be it further
