Eternal One, may Your Spirit rest upon the leaders of our state and our country as You bless the work of our governments and the work of our elected officials in their exercise of just and rightful authority. Lead them down the path of honesty and integrity that they may administer all affairs of state fairly, that peace and security, happiness and prosperity, justice and freedom may forever abide in our midst.
Creator of all flesh, may all citizens of all races and creeds forge a common bond in true harmony to banish hatred and bigotry and to safeguard the ideals and free institutions that are the pride and glory of our state and our country. O Lord, help each one of us to truly find contentment in one another. Save us from dissension and jealousy; keep us far away from pettiness and rivalry. May selfish pride not divide us, but may pride in one another unite us. Help us renew our love for one another continually as You renew creation.
May we soon realize that only by working together—even when we disagree—will we ever achieve the inspiring vision of our prophets: Lo Yisa Goy el Goy Cherev . . . Nation shall not lift up sword against nation, neither shall we experience hatred, war, and evil any more. And let us say amen.

“(J) A PROVISION CANCELING THE CONTRACT IF THE AUTHORIZER RECEIVES A PETITION REQUESTING THAT THE CONVERSION SCHOOL BE RETURNED TO THE DISTRICT SIGNED BY EITHER AT LEAST 60% OF THE ELIGIBLE PARENTS OR LEGAL GUARDIANS, OR OF AT LEAST 51% OF THE PARENTS OR LEGAL GUARDIANS AND AT LEAST 60% OF THE ELIGIBLE TEACHERS IN THE SCHOOL TO BE RETURNED.”.

Senator Hopgood’s statement is as follows:
I rise to speak in support of the Hopgood amendment. Proponents of this bill claim that it is empowering parents. My concern is that the power for parents ends once a charter contract is authorized. From that point, it is the authorizer who has the control. The parents have no option to remove members from the board of directors. The parents have no options if they have issues with the authorizer. The education management organization that runs the school is not accountable to the parents. It is subject to the approval of the authorizer.
This bill does not include any process for parents to take complaints to the board of directors, the education management organization, the authorizer, the local ISD, the state superintendent, or even the State Board of Education. My amendment tries to return the power to the parents. It requires that a contract authorizing a conversion school include a clause that allows parents and legal guardians or parents and teachers to petition to remove a school from conversion and return it to the school district with the same petition threshold that it took to convert.
I urge your support for this amendment.

Whereas, Vocational education consists of industry-focused teachings, tailored to teach students the skills and knowledge needed to be successful in a specified industry. Companies depend on workers with expertise, and many require an advanced certification in a specified field, creating a large job market for individuals with these qualifications; and
Whereas, In a tough and unstable economy, many students cannot afford to attend a four- year university. Vocational education provides an alternative form of education that allows workers to enter the work force directly and succeed. The Georgetown Center for Education and the Workforce has projected that U.S. employers will have 47 million job openings between 2010 and 2018, 14 million of which will require an associate’s degree or a vocational education certificate, rather than a bachelor’s degree; and
Whereas, Federal funding for vocational education has been cut by $140 million this year and has been proposed to be cut an additional 20 percent within the next year. These cuts have depleted a thriving job market for those who obtain skills from vocational education, young people seeking careers and experienced workers pursuing new fields. Many technical jobs, which require two years of college or advanced certification, will go unfilled if the highly skilled workforce is further diminished by funding cuts; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That we memorialize Congress to reconsider cuts to vocational education and explore future funding opportunities; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

Senator Bieda’s statement is as follows:
Mr. President, I rise to acknowledge the passing of one of my favorite authors. Earlier today, Ray Bradbury died at age 91. For those of you who may remember him from school or some of the major works—he was a major science fiction fantasy writer who basically transformed childhood dreams and Cold War fears into telepathic Martians, lovesick sea monsters, and in uncanny detail of a high-tech book-burning future of Fahrenheit 451.
He died earlier, actually later last night, at the age of 91. He broke through in 1950 with The Martian Chronicles, and it was a series of intertwined stories that satirized capitalism, racism, super-power tensions as it portrayed earth’s colonizers destroying an idyllic Martian civilization. I never thought I would be on the Senate floor talking about Martian civilization, but this is a great author, somebody who I think had a profound impact on many of us in our education. I wanted to make a quick note under today’s statements and acknowledge and thank Mr. Bradbury for his significant contributions to the American literary world.
