Lord God, Maker of all things and Sovereign Ruler over all that You have made, You have made Your Son Jesus Christ to be the King of kings and Lord of lords. You have also established the people, languages, and nations of the earth and appointed governments over them. In Your holy word, You instructed Your people: “Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, he who rebels against the authority is rebelling against what God has established, and those who do so will bring judgment on themselves. The authorities are God’s servants, who give their full-time to governing. Give everyone what You owe him. If you owe taxes, pay taxes; if revenue, then revenue; if respect; then respect; if honor, then honor.” Romans 13:1, 2, 6, and 7.
May we who serve as leaders in government remember always that we have been called through our elections to be Your servants and the servants of those who elected us. We are to follow Your will and serve their welfare, not our own. Give us wisdom and guidance as we consider bills and budgets and the business of the state of Michigan. As Thomas Paine, one of our nation’s founders, noted, “The basis for law is morality, and the foundation for morality is religion.” You have made us lawmakers who are ourselves subject to Your laws, carved into the granite of Mount Sinai with Your own finger and applicable to all people, everywhere, always. That is why Your commandments have been incorporated into the law codes of just about every nation on earth throughout all of history.
Lord, keep us from being corrupted by power, money, and the other temptations that lurk around us on every side. May Your laws and the morality they enshrine model for us the justice and righteousness that we are to put into our legislative work today and every day. May we remember always that leading by example is far better and more powerful than simply passing laws for other people to follow.
As we struggle with the problems of our state and strive to help our people, give us both wisdom and patience with one another, and bless the work of our hands, minds, and hearts. Help us to deal amiably with the shortcomings of those around us, while striving every day to overcome our own weaknesses. May we forgive the failings of others as freely and as thoroughly as You have forgiven our sins and failures through Your Son Jesus Christ.
We ask this in His name, O Father, trusting You to hear and to answer our prayers. May God bless us today, may God bless the great state of Michigan, and may God bless America always. Amen.

Senator Colbeck’s statement is as follows:
I rise in support of Senate Bill No. 237, and I will tell you right now, yesterday in the Senate Appropriations Committee caucus, I was a “no” vote on this same bill. I have been going back and forth as to pros and cons associated with this bill. One of my key concerns yesterday was that right now, Michigan is facing a significant burden in maintaining the existing road and bridge infrastructure that we have across the state, and I saw this as adding another list of liabilities to those infrastructure requirements and another need to maintain another piece of infrastructure.
At the time, the operations and maintenance costs associated with this additional infrastructure were not presented to us. We have been presented with some of that information now—I do have that available—to approximately $5 million to $10 million O&M costs going forward. The business plan for this rail system, passenger rail, does accommodate via passenger revenue. It meets those costs. So it is a net zero impact based on the business plan that was presented to the state of Michigan. It is not an additional infrastructure burden to us. That means a lot. That means that we are getting investments in Michigan’s infrastructure. We do need infrastructure improvements across this state. It tipped me over to making sure that in addition to all of the other provisions of this bill, I believe that this is the case where we are getting additional infrastructure without additional cost to this state.
In addition, it helps out with the aerotropolis corridor that we are building up; that is near my district. We are highlighting a lot of economic development in that area. The rail goes through a portion of the state that contains 85 percent of our population, so it is a good investment in the infrastructure for our citizens.
I want to also point out that this is a case where this rail line would have disintegrated into the ground essentially here, and we would have lost passenger rail service out of Chicago; conceivably, some of our freight service out to there as well because those rail lines were not being maintained by the current private entity. There are no other private entities that are investing in this line. This is a case where we either invest in it as a state or it disappears. In that context, the idea that we are going to be able to get not only just a purchase of this new line for around $140 million—actually $14 million of state costs—it actually looks like a very good business investment for the state of Michigan. I urge adoption of Senate Bill No. 237 on that basis.
Senator Hood’s statement is as follows:
I concur with the last speaker and his presentation before us. I think that the transportation-enhanced rail piece of this is very important to this state as we talk about bringing jobs and bringing youth from around the country who want to locate here in Michigan. I think that this is a step in that direction to take us to the next level, which we need to do in what we are trying to do here in this Capitol and throughout this state.
Let’s take this state to the next level. Let’s take it into the 21st century and make sure that we supply transportation, modes of transportation, that our youth like to use. Speaking at the University of Michigan in Ann Arbor a couple of times, I talked to a lot of the students, and 100 percent of every student group I talked to said that they would use a rail system from Ann Arbor to wherever it went. I think this is a beginning. I know there is a lot of concern about the rail being placed in certain areas of the state and not affecting other areas of the state, but I think that this is a beginning portion of that. This is a startup that could actually move throughout. There are talks about rail systems from Detroit to Pontiac. We even had a Senator in Appropriations wanting one going to Traverse City.
So I think that is a beginning to where any of that is possible to happen under this. I think this is a beginning. We have issues with change, and I think this is a change for the good in this supplemental.
I do have some concerns in the supplemental. There are some portions of that supplemental where we are replacing funding that has already been spent. I do have some concerns with spending money and then going back and trying to recover that. So I do have some issues with that, and there are a couple of other issues. But within the supplemental, this transportation piece, to me, outweighs that, and I will be supporting this legislation, Mr. President. I think that we all should support this legislation.
