Our Heavenly Father, what a joy, privilege, and honor it is to be standing in this place today. We thank You, Lord God, for being a great and gracious God. Thank You for the great country that You have given to us and for the freedoms that You have given to us, Lord. Thank You for making America the greatest nation upon the face of the earth. Today, we pray for Your richest blessing to be upon our national leaders and our President, Vice President, and our Congress.
We pray today that You would also bless this Senate today, Lord, and everything that is said and done, may it be done to Your honor and glory. We pray that You give each man and woman here today the wisdom, the guidance, and the direction they need to lead this state. Thank You, Lord, for the freedoms You have given to us, and bless this day. We pray in Your name. Amen.

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to promote safe and efficient travel for motor vehicle drivers, bicyclists, pedestrians, and other legal users of roads, streets, and highways; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” by amending section 10c (MCL 247.660c), as amended by 2010 PA 257.

3. “An act to permit the imposition and collection by cities of an excise tax levied on or measured by income; to permit the collection and administration of the tax by the state; to provide the procedure including referendums for, and to require the adoption of a prescribed uniform city income tax ordinance by cities desiring to impose and collect such a tax; to limit the imposition and collection by cities and villages of excise taxes levied on or measured by income; to prescribe the powers and duties of certain state and municipal agencies, departments, and officials; to establish the city income tax trust fund; to provide for appeals; and to prescribe penalties and provide remedies,”.

Senator Gleason’s first statement is as follows:
In regard to this amendment, I think that we have heard quite a bit of discussion over the past few months about the discrepancy with how we treat people and businesses. I think this is another effort to treat people differently.
If you come to my county, Genesee County, we have one of the largest ORV centers. It is a public-use park for RVs. I would like to see our county and others that have an interest in this topic included in this piece of legislation. As long as we are leaving it up to the county boards and as long as the local governing units get a chance to weigh in on this discussion, I think we should open it up to any county that would like to utilize this law.
I don’t know how we can rightfully leave out one of the largest counties with ORV use in the state of Michigan. They come from many states around the Midwest to Genesee County to utilize our grounds. So, obviously, with that center there, there are quite a few families who use these facilities. Now I know that it is not solely in my district. I know that also includes Senator Robertson’s district. It is not tied up specifically in my area, but his as well. I think we should give our county a chance to utilize this law.
Let’s allow those who feel they can rightfully enforce this and utilize this law to do so. I ask that we pass this because all 83 counties should be treated the same.
Senator Gleason’s second statement is as follows:
I think that we are really establishing a bad trend in this chamber. I mentioned previously that we are treating people differently, and none of us were elected to treat anyone different from anyone else. But, once again, we are taking the rights of some and giving them to a few others.
Our highest call as representatives of this state is to make sure that all of us have the same opportunities and obligations. This is a very good bill that has been long sought and thoughtfully presented, but I don’t know how any of us in this chamber can say that we will give certain segments of this state the ability to offer their residents a state right and carve out others.
Now this may seem like a simple piece of legislation and to many it is, but I am a little bit disturbed when I see the continuation of trend after trend after trend dividing our state. We haven’t had the best luck in this building over the last several years because of politics and one member treating another differently. Maybe even the greater harm is treating a particular constituency differently than another.
We need to give everyone in this state a chance, and I think, once again, we are showing favoritism to one particular area of our state. We need to stop this.
When I look and see that we have certain members who can’t pass legislation because they live in a particular district, I think this is another indication by what we are doing today. After elections, none of us should be Democrats and none should be Republicans. We should discard our districts for the betterment of the state as a whole. I don’t know who is responsible for determining who is getting favoritism in one particular idea over another, but we need to set that aside.
When we voted the first time to give all 83 counties a chance to address this issue, that was the right vote. We should have passed that law. So I am asking you to stay firm. Those of you who may alter your vote, know that the first vote was the right one. If I presented a piece of legislation that was specific to my district and harmed yours, you wouldn’t support it. More importantly, I shouldn’t advance it. So I think we should continue giving all 83 counties the right to determine the governance on behalf of their citizenry. We shouldn’t have 82 counties and carve one out for a lesser chance.
I ask that we set aside this trend. This is not good for this chamber and certainly is not good for this state.
