Dear Heavenly Father, thank You for this day, a day that we can represent You not only for the people of this state, but we have the opportunity to shine our light wherever we are. Lord, we pray for mercy, for Your guidance, and for humility for each and every one of us.

We thank You for this gift of Michigan, its people, and the many gifts that lie in this state both natural—in water and land—and its people. We thank You for that, and we ask that You would bless this state. We need Your help. We ask that You would forgive us for anything that we have done to offend You. We pray blessing on this day as we all try to do our very best for You and for this state.

Senator Scott’s statement is as follows:

The Reverend Dr. Martin Luther King, Jr., said, “Our lives begin to end the day we become silent about things that matter.” We have been silent too long on insurance reform. We have been silent too long in responding to the e-mails and calls and demands for action on this issue from the people we represent. We have been silent too long on taking action to stop insurance companies from using factors that have no relation to a person’s driving record to determine the cost of that policy.

It is time to speak up and tell our constituents that we hear them and that we are ready to take action. Bills have been introduced. Legislators on both sides of the aisle have said that they are ready to talk seriously about this issue. So let’s end the silence and make 2010 the year that we act on auto insurance reform. This year, let’s give the great citizens of this great state the fair and affordable auto insurance they deserve.

Senator Hunter’s statement is as follows:

Colleagues, I rise today to encourage you to support a bipartisan package of bills that will provide a new economic tool that will attract business investments and will create jobs in our state. While this legislation would apply to all communities, it would particularly help a group of nine municipalities in Wayne and Washtenaw Counties who have plans for what is being called “aerotropolis,” a project to stimulate economic development close to Detroit Metro Airport.

Aerotropolis is a proposed airport city encompassing approximately 60,000 acres of land in Wayne and Washtenaw Counties. The airport city concept involves the clustering of air commerce-linked businesses adjacent to and surrounding the airports. It is estimated that approximately 64,000 jobs can be created at full build-out of the aerotropolis. It will also account for $10 billion in economic activity. The estimated tax revenues are initially $173 million.

These bills, known as the Next Michigan Development Act package, would designate a certain number of Next Michigan Development Corporations that could use a toolbox of incentives to attract new businesses. These businesses would meet the MEGA-eligible business definition. The bills also expand the definition of businesses eligible for MEGA credits to include companies engaged in the movement of products or services via air, roads, rail, or water.

This legislation also requires that a corporation must partner with local government partners, including counties. This provision will foster cooperation rather than conflict among local economic development initiatives. These bills will protect Michigan businesses. An antipoaching provision will prevent companies from being eligible for these incentives by simply relocating in Michigan to an approved Next Michigan development zone. Only new companies that are coming into Michigan or existing Michigan companies that are expanding their operations within the state will be eligible.

What we are doing with this package of bills is looking to the future. We are trying to give our communities the best tools to help create the best economic development initiatives. The MEGA credits for the Wixom project were vitally important to that community. That project will create new, good-paying jobs using the latest technologies. Aerotropolis can do that for Wayne County. This is the first step in a process that could result in the entire I-94 Corridor from Ann Arbor to Detroit becoming a national and international magnet for new businesses.

I would like to thank Wayne County Executive Robert Ficano for his leadership on this project and his staff for all of their hard work. I urge leadership to take up this legislation posthaste and look forward to my colleagues’ support so that all of our communities can have more and better tools to stimulate their economies through new economic development projects and initiatives.

House Concurrent Resolution No. 28.

A concurrent resolution to memorialize the United States Congress to appropriate $475 million for a Great Lakes Restoration Initiative.

With the recommendation that the following substitute (S-1) be adopted and that the concurrent resolution then be adopted:

A concurrent resolution to urge the United States Congress to continue to provide funding in the coming years for cleaning up the Great Lakes and protecting them from invasive species.

Whereas, The Great Lakes contain more than 18 percent of the world’s, and more than 90 percent of North America’s, fresh surface water and provide drinking water to nearly 10 million Michigan residents; and

Whereas, Michigan and its economy are defined by the Great Lakes and depend on its abundance of freshwater for manufacturing, tourism, fishing, public water supplies, agriculture, and numerous other uses. The Great Lakes provide Michigan with 823,000 jobs that represent nearly 25 percent of Michigan’s payroll; and

Whereas, The health of the Great Lakes is jeopardized by threats such as toxic contamination, wetlands degradation, sewage overflows, and invasive species. Inaction or delay in confronting these threats will make the problems worse and the solutions more costly; and

Whereas, Regional and state restoration plans are ready for implementation to address these threats. The Great Lakes Regional Collaboration proposed a multiyear strategy of implementable solutions to restore and protect the Great Lakes and to overcome the hurdles facing them. The Michigan Great Lakes Plan provides a framework for protecting, restoring, and sustaining Michigan’s Great Lakes; and

Whereas, Congress has appropriated $475 million in federal money to initiate a multiyear effort to protect and restore our Great Lakes, consistent with the Great Lakes Regional Collaboration Strategy’s recommendations. The Great Lakes Restoration Initiative will fund on-the-ground work to clean up toxic hotspots, restore habitat, and combat invasive species; and

Whereas, More than $20 billion will be needed over the next 15 years to implement fully the regional strategy. While the $475 million for the Great Lakes Restoration Initiative is a tremendous start, similar funding will be needed for many years to restore the Great Lakes to their full grandeur; and

Whereas, A substantial investment in the Great Lakes system’s health will create jobs and improve Michigan’s quality of life. In 2008, Michigan Sea Grant determined that a $25 billion investment in the Great Lakes Regional Collaboration Strategy would create $7 billion to $13 billion in short-term economic gains for Michigan from increases in tourism, the fishing industry, recreational activity, reduced costs to municipalities, and increased property values in coastal areas; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That we urge the United States Congress to make a long-term commitment to the Great Lakes, and continue to provide funding in the coming years for cleaning up the Great Lakes and protecting them from invasive species; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
