Please find attached one copy of the Principal Residence Exemption Compliance Program Quarterly Report for the period January 1, 2009 - March 31, 2009. The report is required by Public Act 261 of 2008, the General Government Appropriations Act. Section 947 of the Act provides, in part, as follows:
(1) Of the $4,749,200.00 included in part 1 for the revenue enhancement program, $4,249,200.00 shall be used for revenue collection enhancement activities including auditing functions.
(3) The $500,000.00 balance of the $4,749,200.00 shall be used for the principal residence exemption compliance program. Along with other program costs, expenditures shall include the development and maintenance of a statewide web-based database created for the purpose of enforcing the principal residence exemption compliance program. The department shall submit quarterly progress reports that include the number of exemptions denied and the revenue received under this program. The legislative auditor general shall complete a performance audit of the principal residence exemption compliance program prior to April 1, 2009. Revenue generated to the state from the principal residence exemption compliance program shall be used to reimburse the state general fund for the $500,000.00 appropriation prior to any other allocation. Additional funds from the revenue enhancement program and carry-forward appropriations may be used to support costs in excess of $500,000.00.

Senator Kahn’s statement is as follows:
Colleagues, Senate Bill No. 321 will authorize a community mental health program to form a nonprofit organization for the purposes of administrative and information technology services to other organizations. This legislation will, therefore, assist our community mental health programs in providing services and support to our people, and in particular, to people with serious and persistent mental illnesses.
The bill is consistent with the efforts in state government to encourage cooperative purchasing and other measures that create efficiencies. This legislation will allow community mental health service programs to coordinate with each other and thus minimize administrative costs.
So as we vote on this bill and pass it and send it over to the House, we are sending over a bill that will improve services, coordinate services, and save money. I ask for its passage.

Senator Hunter’s statement is as follows:
This week we all read about Blue Cross Blue Shield’s plan to finally offer an insurance plan to cover one type of autism treatment. The Blues will offer to employers a plan that will allow for up to 60 treatment visits for one child for applied behavior analysis treatment. Employers can choose to offer this insurance, or they can choose not to offer it to their employees. This plan will be offered through employers who already carry outpatient mental health coverage. The Blues have taken a very small step in the right direction; however, what they are offering still does not meet the needs of these families. We can and we need to do much more for families who are struggling with the costs of treatment for their autistic children. These families need comprehensive, long-term care. Autism is not going to go away after just 60 visits for therapy, Mr. President.
I have introduced bills that would do even more than Blue Cross Blue Shield is planning to do. My bills would create an autism research fund funded by an income tax checkoff; make treatment programs more accessible to parents and their children in the early years of their diagnosis; and cover more autism services, including therapeutic evaluations and interventions, speech therapy, occupational therapy, physical therapy, intensive early intervention, and applied behavioral analysis and therapy. And my legislation would truly help families struggling with this diagnosis by prohibiting an insurer from limiting the number of treatment visits a child can have.
These are the services that these families need. Applied behavior analysis and therapy is just one service in an entire range of treatments that an autistic child may need. Now 19 states, both red and blue, conservative and liberal, have autism insurance legislation pending in their Legislature. It is time for Michigan to join the other ten states that already specifically require insurers to cover autism treatments.
As you can see by the 29 states that have already dealt with or are dealing with this issue, autism is neither a Republican nor a Democratic issue. Autism affects families and children throughout communities across Michigan. We should not make acting on this legislation a political issue.
When I introduced these bills during our last legislative session, they were properly sent to the Senate Health Policy Committee. When I introduced these bills this year, the Health Policy Committee and the chair, who is a medical doctor to boot and best suited to provide a professional opinion on autism needs, were bypassed. Instead, the bills have been referred to the Economic Development and Regulatory Reform Committee. Now, if the two medical doctors in this chamber would like to explain to me why this is a better committee to consider these bills than the Health Policy Committee, I would like to hear what they have to say. It seems to me that my bills have been sent to the wrong committee intentionally to die. I sincerely hope, with all due respect to the chair of the Economic Development and Regulatory Reform Committee, that I’m wrong.
We have all met these families and heard their stories when they have come to Lansing to ask for our help. With support from across the aisle, this legislation would have the chance to move forward and help these families and their children. I urge the Senate Republican leadership to not ignore these children and their families. I urge you to put politics aside and help me pass these bills and give these children the opportunity to reach their full potential.
Senator Scott’s statement is as follows:
Elbert Hubbard wrote, “It does not take much strength to do things, but it requires great strength to decide on what to do.” We need to show the people of Michigan that we have the strength and willpower to fix this problem with auto insurance rates that are just too high for too many people to pay. Families across Michigan are making some very hard decisions during these challenging economic times. We can help them by moving my legislation to ensure that everyone is paying a fair price for their auto insurance coverage.
I am not talking about a handout. I am talking about fairness. I am talking about a fair price for a product that we require our citizens to buy. The people sent you and me to Lansing to look out for them and to do what is right for them. It is time we do just that and pass legislation to bring fairness to auto insurance costs for all Michigan citizens.
Senator Kahn’s statement is as follows:
I rise in response to the comments of the Senator from the 5th District who wonders about doctors—this Senator being a doctor—and our commitment to issues such as autism. You should know that my neighbor is the founder of Connor’s Autism Project, which I have supported personally not just financially, but also with time and an effort to find funding for that project. You should also know that there are two other autism projects locally that I work on.
In regard to bills and the placement of bills, I am more than willing to sit down and talk with the Senator from the 5th District on location and substance and quality, whether the bills are whole as they are, whether they need amending, if they serve the noble service that he aspires to, or whether the bills won’t work. Senator Garcia’s statement is as follows:
I rise to help many of my colleagues because many of you have received calls from veterans opposed to efforts to revamp the way we provide services to our veterans. In an era of rapidly dwindling state resources, we cannot afford to do things the way that we have always done them.
The goal of my committee is to continue to provide services and support to our veterans but to do so in a more coordinated and cost-effective manner. As someone who has been a part of the military for 28 years, I believe we must do everything we can to support our veterans, but we must also do so in a manner that maximizes the effective range of the dollars we give to our veteran service organizations.
As a budget process develops, I ask my colleagues to keep this in mind. I intend to work with all of the veteran service organizations to have them be a part of the solution to the challenge of providing services at a time of constrained resources.
