“Heavenly Father, we come before You today, first praising Your holy name. Father, we thank You for Your love, Your grace and for new mercies everyday.
We thank You for giving us the honor and privilege of serving Your people as legislators of this great State. Guide us, Father, as we begin this session in every decision that we make. Let us be ever mindful that our decisions will directly impact the lives of the people we represent. Give us a servant’s attitude and let us never forget that we are public servants.
Father, we also pray today for the family of our colleague, Robert Jones. We pray that You will comfort them and give them strength during their time of grief. Let us all take comfort in the memory of the great strength and courage he displayed during great trials and tribulations, for this strength comes only from You. We thank You for his legacy.
Father, we submit our petitions to You and we ask for these and all things in Your mighty name.

Motions and Resolutions
The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 341.
A resolution of tribute offered as a memorial for Representative Robert B. Jones.
Whereas, The members and staff of this legislative body were deeply saddened to learn of the passing of Representative Robert B. Jones, a friend, colleague, and highly devoted public servant. Our prayers go out to his beloved family. We hope that the widespread outpouring of acclaim for his kind and unselfish life may provide some measure of peace to his wife, Callie, and their family; and
Whereas, Robert Jones’s journey began in rural Georgia, amid circumstances far different in many ways from those we know today. From this setting, this talented young man earned bachelor’s and master’s degrees in chemistry and came north to work at Upjohn in Kalamazoo. In addition to meeting the demands of his profession and his growing family, he immersed himself in civic affairs, including efforts to desegregate local schools. This spark of public-mindedness only grew over the years, and it led to his leadership with the school board and the Kalamazoo City Commission and four terms as mayor; and
Whereas, Since coming to the Capitol as State Representative for the Sixtieth District in 2007, Representative Jones provided a steadying influence during a period of serious economic challenge. His passion for his community and those most in need in our state earned him the admiration of members of all political or geographical backgrounds. His work in Lansing was highlighted by his accomplishments as the chair of the Senior Health, Security and Retirement Committee in 2007-2008 and chair of the Commerce Committee for the current legislature; and
Whereas, In the wake of Representative Jones’s passing, many closest to this true servant of others have remarked on his impact as a mentor, to children, to men and women in his community, to his fellow lawmakers. It is, then, no surprise that, even in his last months, he taught others how best to live in the face of adversity – with dignity, grace, and strength; now, therefore, be it
Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of our dear friend and colleague Representative Robert B. Jones; and be it further
Resolved, That copies of this resolution be transmitted to the Jones family as evidence of our profound sense of loss and our lasting esteem for his memory.

Rep. Cushingberry:
“Most people didn’t realize that Representative Jones came from humble circumstances in the Mississippi-Georgia area, struggled his way during Jim Crow South to receive a degree in science when it was unheard of at a traditionally African American college. He told me this story of how he got here to Michigan in Kalamazoo and he got a chance to get a job that he didn’t think he would get if he would have stayed down there. Then I used to tease him, you know, about Michigan being my Mississippi and being, ‘up south’, you know. He would tell me, but not the South that I knew and how wonderful it was for him to find his way here and to have an opportunity to work in experimental chemistry and to work to improve the conditions for all of us. He had a tradition that I loved, he said, ‘Cush when we leave a room with whoever we are meeting with, we leave as friends.’ I thought that was a wonderful way to look at life and as I traveled with him down, with his assistants and we were able, along with the Speaker, to welcome President Obama in his historic convention. Having watched Representative Jones be one of the leaders throughout this nation in the Obama movement, it was just a wonderful, wonderful companionship that really exemplified what the Legislature over the years has meant, when they said that we had ‘State Fathers and Mothers,’ because Robert Jones was truly a ‘State Father,’ indeed one for the complete state. He always was looking for a way to reach out to those who were different than him and to find common ground. Then he would keep our conscious in front of us. What a wonderful legacy, I am sure Callie, indeed his entire family, that we were able to worship with, and I want to thank the President of Western Michigan University and all those people in the Kalamazoo area who participated in that great home going service for truly a great American. One who will go down in the annals as somebody that the people of Michigan loved and respected. Thank you.”
Rep. Durhal:
“Thank you Madam Chair and all of our members, I speak on behalf of the Black Caucus of which I am first Vice-Chair. Our hearts of course have been very, very shattered upon the loss of a close working associate as our Chairman was. He was not only the symbol of the African American political strength in this state, but he was a first class gentlemen and a person who we all could share and feel the warmth of his presence even on those days when he didn’t feel very well at all. Because he sat behind me and we had an opportunity to talk a lot, I know Robert Jones and know exactly where his mind was, even when he was under chemotherapy, which is probably one of the most excruciating that a person in human life can go through. He was here, he was smiling, he was always congenial and you would never know. The day he walked out of here he and I talked, we were among the last people to walk out of this chamber and he wished me well as he left and I wished him a safe journey back to his home, not knowing that I would not see him the following week or ever again. And so it is with a sense of reverence for his service, his dedication to this chamber, his dedication in public life as a mayor at Kalamazoo and of all the other things he’s done that none of us will truly know, his family and all. We will miss him tremendously as we miss Mike Simpson who was also on this floor with us during this class of legislators who passed away. We pray for his family and we all, no matter what party we come from, have a person that we could look at as a mentor and someone who we should emulate everyday in our activities. Thank you Madame Chair.”
Rep. Calley:
“Thank you Madame Speaker, coming into this job or elected in 2006 the same time that Bob Jones was, I am reminded of the first time I met him, because as we went through the orientation process, he was really the first friend I made here. As we finished up and we spent a lot of time during that process just talking and getting to know each other, I looked over at him and I said, ‘Bob do you think you know how to do this job?’ He said, ‘No.’ I said ‘I don’t either.’ I knew where the bathroom was and I knew where my office was, I knew we had gone through a lot, but there was so much more. Out of that came a discussion in putting together a bi-partisan orientation process, a nuts and bolts of legislating, both how a bill goes from somebody’s head through to completion in terms of the process, but also, the politics around it as well. We worked together with the help of Western Michigan University and others to put on this program. It is something that I am proud to see has continued on in our second term and even being planned now for this January as well, to get folks started off in understanding that relationships are the basis of solving problems. Bob really understood that when you did leave the room, as Chairman Cushingberry said earlier, that you do leave those problems behind and you remain friends. He is a true gentleman and carried himself well in this chamber and back in Kalamazoo you will not find any person higher regarded as he. I count it a privilege to have known him and to have worked directly with him on bringing people together early in the process and forming relationships that stand to this day as a testament to the type of attitude that he carried into the job and I will never forget him.”
Rep. Stanley:
“Madame Speaker and members of the Legislature, I just want to take a minute. I certainly agree with all that has been said about Bob Jones. I didn’t just consider Bob to be a colleague, but a friend. Actually our friendship was cemented when he was elected mayor and I had been a mayor for a term, two terms actually and had an opportunity to cement a friendship. In our line of work, we often times toss around the word ‘friend’ pretty loosely. Bob and I had an opportunity to be involved in a number of political endeavors together and I never ever questioned the definition of that term ‘friend’ as it relates to he and I. Bob was a person that all of us know that didn’t yell and scream but he had a quiet passion. There was never any doubt in my mind and I’m certain in the minds of all of us that he knew what his moral compass was all about. At the end of the day all of us can learn from the example that he set for his community in Kalamazoo but also here in this chamber. If we can just put that to work in our daily conduct and our daily business in this chamber, I think the people of the state of Michigan would be much better served. Thank you.”
Speaker Dillon:
“Thank you Madame Speaker. You know for us third termers, unfortunately, we’ve lost four of our good friends during our tenure here: Herb Kehrl in our first term, Aldo Vagnozzi, Mike Simpson and now Robert Jones. I first met Robert four years ago and I was impressed as we all are, but I made about four or five visits to Kalamazoo in about a sixty to ninety day period. What really struck me was the love for that man, it didn’t matter what path someone was coming down; it could be an active democratic supporter, it could be someone from the educational community, it could have been someone from the economic development or the business leaders of that community and it was universal. After having served with him for a few months, it was very abundantly clear why that man was so universally loved and respected. I want to thank his family and staff for all they’ve done to give up Bob and let him help serve us in this body. He was always the adult in the room. We had some rough moments in our caucus and Bob would stand up and put his hands on the table and calm things down. It would be hard to be angry after Bob calmed the room down so I’ll never forget that of him. He was an example for all of us. On frequent occasions he would stop in my office, sometimes to advocate for his district, some to give me some fatherly advice and sometimes just to come and say ‘How are you doing?’ He was a very loving man. I think we can all honor his legacy by treating everyone that we come across in our life as Bob treated us. I agree with Representative Stanley, that he set a tremendous example for each of us in this chamber and let’s let his legacy live on by treating each other with dignity and respect. We will miss you, Bob. God be with you.”

Whereas, The United States of America has long been considered as a haven for those who suffer from oppression, whether it be from political leaders or religious ones, and it is a country that is proud of this history; and
Whereas, Incidents such as the recent Qur’an burning in East Lansing are representative of the anti-religious discrimination which is increasing in this country and affecting Muslims, Jews, and Christians alike; and
Whereas, This trend renounces that proud history of American tolerance; and
Whereas, The Founding Fathers of our nation saw freedom of religion to be requisite to a well-ordered and democratic society and important enough to be listed first amongst the sacred freedoms of the First Amendment; and
Whereas, This important freedom applies to all members of all religions that are represented in our diverse United States and should not be undermined due to differences in philosophy or theology; and

A resolution to declare November 2010 as Diabetes Awareness and Glucose Control Month in the state of Michigan.
Whereas, Diabetes is the sixth leading cause of death in the U.S. behind heart disease, cancer, stroke, chronic lower respiratory diseases, and accidents; and
Whereas, The American Diabetes Association estimates that 23.6 million adults and children in the U.S. have diabetes. In Michigan, the Department of Community Health estimates that over 927, 000 Michigan residents have diabetes and more than 2 million have pre-diabetes; and
Whereas, While recognizing the at-risk patient population is a significant concern, there is an equal concern of epidemic proportions. Nearly 35% of those who have already been diagnosed with the disease are not reaching their blood glucose target levels, using a blood test that measures blood sugar control over a three month period; and
Whereas, Not gaining control of blood glucose levels and not achieving target A1c levels puts these patients at risk for serious complications including cardiovascular disease, blindness, kidney disease and dialysis, and nerve damage and amputation; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare November 2010 as Diabetes Awareness and Glucose Control Month in the state of Michigan; and be it further
Resolved, That the House of Representatives supports awareness campaigns and public education programs on how to manage and recognize the symptoms of diabetes and once diagnosed urges them to work with their healthcare providers to gain control of their blood glucose levels and to manage and prevent complications caused by diabetes; and be it further

A resolution to declare November 2010 as Pancreatic Cancer Awareness Month in the state of Michigan.
Whereas, In 2010, an estimated 43,140 people will be diagnosed with pancreatic cancer this year in the United States, and 36,800 will die from the disease; and
Whereas, Pancreatic cancer is one of the deadliest cancers and the fourth-leading cause of cancer deaths in the United States; and
Whereas, When symptoms of pancreatic cancer present themselves, it is usually too late for an optimistic prognosis, and 75 percent of pancreatic cancer patients die within the first year of their diagnosis while 94 percent of pancreatic cancer patients die within the first five years; and
Whereas, Incidence of pancreatic cancer is approximately 50 percent higher in African Americans than in other ethnic groups; and
Whereas, Approximately 1,330 deaths occurred in Michigan; and
Whereas, There is no cure for pancreatic cancer, and there have been no significant improvements in survival rates in the last 40 years; and
Whereas, The Federal Government invests significantly less money in pancreatic cancer research than it does in any of the other leading cancer killers; and pancreatic cancer research constitutes only 2 percent of the National Cancer Institute’s federal research funding, a figure far too low given the severity of the disease, its mortality rate, and how little is known about how to arrest it; and
Whereas, The Pancreatic Cancer Research & Education Act (S. 3320/H.R. 745) requires that the National Cancer Institute develop a strategic plan for combating pancreatic cancer and would help ensure that the necessary tools and resources are made available to carry out this strategic plan; and
Whereas, The Pancreatic Cancer Action Network is the first and only national patient advocacy organization that serves the pancreatic cancer community in Michigan and nationwide by focusing its efforts on public policy, research funding, patient services, and public awareness and education related to developing effective treatments and a cure for pancreatic cancer; and
Whereas, The Pancreatic Cancer Action Network and its affiliates in Michigan support those patients currently battling pancreatic cancer, as well as those who have lost their lives to the disease, and those who are committed to nothing less than a cure; and
Whereas, The good health and well-being of the residents of Michigan are enhanced as a direct result of increased awareness about pancreatic cancer and research into early detection, causes, and effective treatments; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare November 2010 as Pancreatic Cancer Awareness Month in the state of Michigan. We support all pancreatic cancer patients in Michigan and throughout the country and the world.
