The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 281.

A resolution of tribute offered as a memorial for Richard D. Buth, former member of the House of Representatives.

Whereas, It is with great appreciation for his life of service to his community, state, and country that we offer this expression of respect for the memory of Richard D. Buth, a member of the Seventy-seventh Legislature. His legacy of unselfishness and responsibility set a standard of citizenship well known to the people of his West Michigan community and deeply appreciated by all who worked with him; and

Whereas, Richard Buth earned his bachelor’s degree from Michigan State University before his own plans, like so many others, were interrupted by World War II, when he served in the Navy. After returning to civilian life, he continued to serve his fellow citizens as a teacher, farmer, and civic leader, especially in education. His integrity and strong personal sense of duty were evident in everything he did, from his 20 years teaching and coaching at Comstock High School to his service as a trustee in Plainfield Township to his work as a member, and eventually as the chair, of the Kent County Board of Commissioners; and

Whereas, Elected in 1972, Representative Richard Buth carried out his legislative duties with the same diligence he brought to every task before him. His term included service to committees dealing with higher education, urban affairs, retirement, and public safety. Richard Buth’s unselfishness, best known by the family that was the center of his life, clearly served our state well in many ways; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Richard D. Buth, a member of this legislative body from 1973 to 1974; and be it further

Resolved, That copies of this resolution be transmitted to the Buth family as evidence of our lasting esteem for his memory.

Messages from the Senate

House Concurrent Resolution No. 49.

A concurrent resolution to urge the Great Lakes-St. Lawrence River Basin Water Resources Council to scrutinize carefully the proposed diversion at Waukesha, Wisconsin.

The Senate has substituted (S-1) the concurrent resolution as follows:

House Concurrent Resolution No. 49.

A concurrent resolution to urge the Great Lakes-St. Lawrence River Basin Water Resources Council to scrutinize carefully the proposed diversion at Waukesha, Wisconsin.

Whereas, The Great Lakes states ratified the Great Lakes-St. Lawrence River Basin Water Resources Compact to prevent harmful and unnecessary water diversions from the Great Lakes. The compact establishes strict standards and a regional approval process that must be met prior to new diversions from the lakes to communities outside the basin; and

Whereas, The first request to divert water to a community outside the Great Lakes Basin is imminent. The city of Waukesha, Wisconsin, has stated its intention to apply for an 18.5-million-gallon per-day diversion of water from Lake Michigan to meet its current drinking water needs and future economic growth; and

Whereas, There are concerns that the Waukesha proposal may not go far enough to meet the standards required by the compact for approving a diversion. The compact envisions a limited exception for diversions when the public need is great in communities bordering the Great Lakes Basin, and every effort has been made to minimize the need for Great Lakes water, including the implementation of significant water conservation measures. It is not clear if the city of Waukesha proposal truly represents the minimum diversion necessary to meet the city’s needs; and

Whereas, The review of the proposed Waukesha diversion will provide precedent for future water diversion proposals and approvals. The Great Lakes governors represented on the Great Lakes-St. Lawrence River Basin Water Resources Council’s interpretation of the compact will set the standard for future diversion proposals and approvals. The council must carefully consider how it will apply the compact standards, particularly what constitutes sufficient water conservation measures and how communities outside the basin account for these water conservation measures and future growth in determining how much water needs to be diverted; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That we urge the Great Lakes-St. Lawrence River Basin Water Resources Council to scrutinize carefully the proposed diversion at Waukesha, Wisconsin; and be it further

Resolved, That we urge the other Great Lakes states to adopt management measures for new or increased withdrawals that, consistent with Michigan’s water withdrawal process, ensure the proposed withdrawals are reviewed based upon sound science; and be it further

Resolved, That copies of this resolution be transmitted to the Great Lakes-St. Lawrence River Basin Water Resources Council, the Governor’s Office, and the Office of the Great Lakes.

The Senate has adopted the concurrent resolution as substituted (S-1) and named Senators Anderson, Basham, Birkholz, Brater, Cassis, Cherry, Clark-Coleman, Clarke, Hardiman, Jacobs, Prusi, Richardville and Van Woerkom as co‑sponsors.

House Resolution No. 282.

A resolution to declare May 11, 2010, as Chaldean American Day in the state of Michigan.

Whereas, The state of Michigan is fortunate to have 121,000 citizens of Chaldean descent among its population, they have made, and continue to make, significant economic, social and political contributions to our diverse society; and

Whereas, Individuals of Chaldean origin are a culturally rich and complex community representing the Eastern-Rite Catholic, Aramaic speaking, indigenous people of Iraq; and

Whereas, The population of Chaldeans continues to grow in the state of Michigan with the recent arrival of Iraqi Chaldean refugees who have fled their ancestral lands and migrated to Michigan to seek economic, political and religious freedom; and

Whereas, An estimated 10,000 to 25,000 more Chaldean Iraqis will establish residency in the state of Michigan over the next two to three years; and

Whereas, A multitude of organizations, including the Chaldean Community Foundation through partnership with the Michigan Department of Community Health, helps to provide critical services to Iraqi Chaldean refugees, and is working to assist those refugees in assimilating and becoming contributing citizens of the state of Michigan; and

Whereas, The Chaldean community has benefited the state of Michigan through its rich entrepreneurial spirit, as 61 percent of Chaldean households own at least one business and 39 percent own two or more; and,

Whereas, It is estimated that the Chaldean American Chamber of Commerce represents more than 12,000 Chaldean-owned businesses in the state of Michigan; and

Whereas, The state of Michigan is proud of its cultural diversity and welcomes the opportunity to honor and recognize its Chaldean American citizens for their commitment to leadership, dedication to society, and determination to succeed; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare May 11, 2010, as Chaldean American Day in the state of Michigan; and be it further

Resolved, That we encourage all citizens to commemorate and honor the many accomplishments and contributions that the Chaldean American community has made to our state, nation, and world.

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” (MCL 247.651 to 247.675) by adding section 18m.
