     A bill to amend 1979 PA 94, entitled

 

"The state school aid act of 1979,"

 

(MCL 388.1601 to 388.1772) by adding section 168b.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 168b. (1) Beginning in 2011-2012, a district with 1,000

 

or more pupils in membership shall not expend more than 28% of its

 

general fund expenditures for supporting services, excluding the

 

instructional support category, as those expenditures are defined

 

by the department for the purposes of Bulletin 1014 published by

 

the department.

 

     (2) If a district does not comply with this section, the

 

department shall withhold 5% of the total funds due to the district

 

under this act after the date the department determines that the


 

district is not in compliance with this section until the district

 

complies with this section. If the district does not comply with

 

this section by the end of the fiscal year, the district forfeits

 

the total amount withheld.
