     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1319.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1319. (1) The board of a school district or board of

 

directors of a public school academy shall ensure that its policies

 

concerning a pupil's eligibility for participation in

 

interscholastic athletics include the following:

 

     (a) A requirement for counseling for all athletes concerning

 

the risks and consequences of using a performance-enhancing

 

substance.

 

     (b) A requirement that, as part of undergoing a physical

 

examination that is required before participation, a pupil must

 

undergo screening for use of performance-enhancing substances by

 


the pupil.

 

     (2) Not later than July 1 of each year, the board of a school

 

district or board of directors of a public school academy shall

 

submit to the department of community health a report of the number

 

and percentage of pupils who had the screening under subsection

 

(1)(b) for the preceding school year who tested positive for 1 or

 

more performance-enhancing substances. To the extent that the

 

information is available to the board or board of directors, the

 

report also shall indicate the number and percentage of positive

 

results that were the result of a performance-enhancing substance

 

that was prescribed by a health care professional. The department

 

of community health shall develop and make available a model

 

reporting form that may be used for the purposes of this

 

subsection.

 

     (3) For the purposes of this section, "performance-enhancing

 

substance" means a substance included on the list of performance-

 

enhancing substances under section 1318.
