A bill to amend 1846 RS 12, entitled
"Of certain state officers,"
(MCL 11.4 to 11.5) by adding section 6.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 6. (1) The secretary of state may join and participate in
the AAMVA as the lead representative.
(2) The secretary of state or his or her representative is the
only person authorized to express the will of the state on matters
before the AAMVA on matters under the control of the secretary of
state.
(3) The secretary of state is not authorized to do any of the
following as the state's representative to the AAMVA:
(a) Share driver license data with the AAMVA if the AAMVA
authorizes the sharing of that data with a foreign country.
(b) Approve or promote a policy that would require
incorporation of radio frequency identification devices or other
remote technology into state driver licenses or official state
identification cards.
(4) The secretary of state shall make an annual report
available to the public that includes all of the following:
(a) The identity of other members of the AAMVA that administer
motor vehicle laws in Michigan.
(b) A synopsis of each official vote, motion, or action that
the secretary of state participates in with the AAMVA and the
position taken by the secretary of state.
(5) As used in this section, "AAMVA" means the American
association of motor vehicle administrators.
